A facility ID refers to the entire site emitting GHGs, as defined by ARB. A Service Agreement (SA) ID refers to a specific utility meter at that facility. Utilities use both to manage CA Industry Assistance credit eligibility and distribution.

What is a “MRR” facility?

An MRR facility emits ≥10,000 MTCO₂e/year and reports data to CARB under the Mandatory Reporting Regulation. These facilities have a 6-digit ARB ID and are considered for CA Industry Assistance eligibility.

If your business moved, notify your utility ASAP. The CA Industry Assistance credit will be applied to the active electric account (SA) you designated during attestation to ensure proper delivery.

If your facility is eligible via attestation, you must report changes within 60 days. If closed with no active utility account, the credit may not be issued. New owners must re-attest to receive the CA Industry Assistance credit.

Which years of data will the CPUC use to calculate my credit?

CPUC uses ARB data years for covered MRR facilities. For small businesses and non-covered MRR facilities, CPUC uses 2008–2010 electricity data or the closest available years to calculate the CA Industry Assistance credit.

MRR facilities use electricity data reported to ARB. Small businesses provide utility account info during attestation, which utilities use to calculate usage for the CA Industry Assistance credit.

CPUC uses three equations for CA Industry Assistance: energy-based (for non-covered and attestation facilities), product-based (for covered entities with qualifying NAICS codes), and refinery (only for 2013–2014 refinery credits).

Eligible facilities receive the CA Industry Assistance credit as a utility bill credit by default. MRR-reporting facilities may opt to receive the credit as a check instead.

Facilities eligible via attestation must re-apply by Sept 30 each year to receive the CA Industry Assistance credit the following April. Missing the deadline means no credit for that year. Utilities will notify facilities in advance.
