Southern California Edison (SCE) has begun the relicensing process for the Kern River No. 1 (KR1) Hydroelectric Project (P-1930). Please use this page to find out how to get involved and stay up to date.

Relicensing Overview

SCE’s operating license for the KR1 Project, FERC Project No. 1930, expires on May 31, 2028. Consequently, SCE is taking the initial steps required by the Federal Power Act and the Federal Energy Regulatory Commission (FERC) to obtain a new license for the Project using the Integrated Licensing Process (ILP) (see SCE's Relicensing Notice here). The ILP requires that SCE prepare a Notice of Intent (NOI) and Pre-Application Document (PAD) to be filed with FERC between five and five and one-half years before the expiration of the existing license (i.e., May 31, 2023).

The PAD identifies for FERC and other entities existing, relevant, and reasonably available information pertaining to the Project to help identify issues and related information needs, develop study requests and study plans, and provide the basis for analyzing potential Project impacts. To obtain information for the PAD, a license applicant uses information in its possession and relevant information obtained from others. 

On July 21, 2022, SCE distributed a questionnaire to resource agencies, Native American Tribes, non-governmental organizations, and members of the public soliciting information on existing resources in the vicinity of the Project. If you have information, please return your completed questionnaire via one of the following methods:

To ensure relevant information you have is available for developing the PAD, please fill out and return the questionnaire on or before August 21, 2022. Your timely response allows for follow-up by SCE or SCE’s representative that may be needed.

General Project Information

The KR1 Project is located on the Kern River approximately 15 miles east of the City of Bakersfield in Kern County, California. The Project is operated in a run-of-river mode. Water from the Kern River is diverted at Democrat Dam into a 9-mile-long flowline to the Project powerhouse which has a dependable generating capacity of 24.8 megawatts (MW). All Project facilities are located on National Forest Service lands within the Sequoia National Forest.
