What are Community Choice Aggregators?

As Community Choice Aggregators (CCA), cities and counties may buy or generate electricity for residents and businesses within their communities. SCE partners with each CCA in our service area to deliver the electricity through our distribution system. SCE will continue providing CCA customers with meter-reading, billing, maintenance, and outage response services.

How Your CCA Works with SCE

If your electric generation provider is a Community Choice Aggregation (CCA) or Direct Access (DA), your rate analysis is a proxy rate analysis based on the rates you would pay if you were receiving both delivery and generation services from SCE for your current rate and alternate rate options.

Program Enrollment

Find information on your CCA program enrollment options.

If your residence or business is within a CCA’s service area, you will be automatically enrolled in CCA Service unless you opt out or de-enroll from CCA Service.

  • You have the choice to opt out of the CCA Service. Please contact your CCA. The contact information is below.
  • If your account is initially transferred to CCA Service, but later you decide to opt out of CCA Service, your account can be returned to SCE generation service; however, some additional rules apply depending on the timing of your notice to return to SCE service:
    • If you opt-out within the first 60 days after transferring to CCA Service, your account will be transferred from CCA Service and placed on the same SCE rate/program you were on before being transferred to CCA Service.
    • If you would like to return to SCE generation service after 60 days from being transferred to CCA Service, you have two options:
      1. You can return to SCE generation service immediately, but it will be subject to SCE’s variable electricity rate. This rate can be lower or higher than traditional rates and is subject to change throughout the six-month period. See Scheduled PC-TBS for more information.
      2. If you do not want to be on a variable rate with SCE, you may contact your CCA and ask to return to SCE generation service with a six-month return option. After six months, you will be transferred to SCE’s standard rates. You will not be subject to SCE’s market electricity rate.

If you have opted out of CCA Service but later wish to return to CCA Service, please contact your CCA.

For more details or to discuss your enrollment options, please contact your CCA or visit their website. Below is a list of CCA contact information; you can also refer to the FAQ for more details.

Understanding Your Bill

View an illustrated guide to understand your bill with SCE and CCA charges.

Your SCE electricity bill includes charges for generation (where your energy comes from) and delivery charges (how your energy gets to you), and that does not change with the transition to CCA Service. Previously, your bill included SCE generation and delivery service charges, which were presented as one line item. Now that you’re a CCA customer, your CCA has taken over the generation charges on the bill. Your bill will still include charges from SCE for the electricity delivery. It will show a separate line item from your CCA for the generation, where it was previously presented as one. This is not an additional charge.

If you have questions about your generation charges on the CCA portion of your bill, please contact your CCA Service Provider.

For all other billing questions, such as delivery charges, your meter or recorded energy usage, a change of address request, or other account details, please contact SCE.
