Common Facility Cost Treatment Program

Southern California Edison is offering support through the Common Facility Cost Treatment Program, a 4-year pilot authorized by the California Public Utilities Commission (CPUC Decision D.25-06-034). This program helps eligible customers cover utility-side costs when upgrading electric service lines for building electrification.

For Single Family Homes and small Business Customers, The Common Facility Cost Treatment Program offers eligible customers a funding cap up to $10,000 to help cover utility-side infrastructure upgrades for electrification projects. For Multifamily projects there is no funding cap.

To assist with these expenses, the funds are applied by the utility toward costs exceeding the standard service upgrade allowance when applicable.

The $10,000 credit goes toward utility-owned equipment like conductors, transformers, and meters under Electric Tariff Rule 16. Funds are managed by the utility via a balancing account

In instances where service upgrade expenses exceed the total of the standard allowance and program cap, customers are responsible for paying the remaining balance.

Who’s Eligible?

You may qualify if you:

  • Have an existing electric panel under 100 amps and plan to upgrade to no more than 200 amps
  • Are a residential customer (single-family or multifamily) or small business with ≤25 employees
  • Participating in a low-income, income-based electrification program, or equity-based program whose participation triggers the need for service line upsizing
  • Are replacing gas appliances with electric heat pumps
  • Will electrify at least two major end uses (space heating, water heating, cooking, or clothes drying)
  • To participate in this program, you have sought all potential alternatives to service upsizing, such as, but not limited to smart splitters, power control devices, meter socket adapters, and alternative load calculation methods and that no viable alternatives are available.
