The Eldorado-Lugo-Mohave Upgrade Project is Southern California Edison’s (SCE’s) proposal to deliver electricity from renewable and conventional generation resources outside of California to help meet growing electricity demand in the region, as well as to reduce greenhouse gases.

  • The project extends from San Bernardino, California to Clark County, Nevada (near Laughlin), up north to Boulder City, Nevada.
  • Portions of the project will also cross the city of Hesperia, California.
  • Within Nevada, the project will be located in the unincorporated communities of Searchlight and Laughlin in Clark County.

The project increases capacity on existing transmission lines by installing capacitors. This will allow additional renewable energy to flow from Nevada to Southern California.

The project will include the following major components:

  • Modifying SCE’s existing Eldorado, Lugo, and Mohave electrical substations to accommodate the increased current flow from Nevada to Southern California.
  • Constructing capacitors along SCE’s existing transmission lines; capacitors increase power flow through existing lines.
  • Raising some transmission tower heights to meet ground clearance requirements.
  • Installing communication wire on our transmission lines to allow for communication between SCE substations.
  • Install mitigation such as cathodic protection and grounding, if needed, as a result of any induced alternating current effects the increased power flow might have on nearby gas transmission pipelines

On August 27, 2020, the CPUC approved and issued a Certificate of Public Convenience and Necessity (CPCN) for the project.

  • 3rd Quarter 2016: SCE began conducting project planning and public outreach activities.
  • 2nd Quarter 2018: SCE submitted Permit to Construct (PTC) application to California Public Utility Commission (CPUC) for approval to construct project.
  • 2nd Quarter 2019: SCE submitted amended Certificate of Public Convenience and Necessity (CPCN) application to CPUC as ruled by Commission.
  • 3rd Quarter 2020: CPUC issued Final Decision approving the project to proceed with construction 
  • 4th Quarter 2020: SCE started construction.
  • 2nd Quarter 2024: Project is expected to be operational and in service.
