Get Help If You Use Medical Equipment
If you or someone in your household regularly uses electrically powered medical equipment or other qualifying medical devices, you may be eligible for our Medical Baseline Allowance (MBL) program. This program offers an additional 16.5 kilowatt-hours (kWh) of electricity per day at the lowest baseline rate, helping reduce the cost of operating essential medical equipment.
You may be eligible for the MBL if you or another full-time resident in your household meet any of the following criteria:
- Requires the regular use of any electrically powered medical or life-support equipment (such as the partial list below) that mechanically or artificially sustains life; restores or replaces a vital physical function – including mobility.
- Is sensitive to temperature and needs air conditioning.
- Has a life-threatening illness, compromised immune system or other medical condition that requires heating or cooling.

Submit an Application
For customers who enroll online,* please have your medical professional’s email address ready. When you submit your application, they will receive an email requesting their signature. Please alert them that they will receive an email from SCE.
* Kaiser Permanente customers: Please refer to the “Apply by Mail” section of the webpage for more details.
We understand that medical equipment is constantly evolving and encourage customers to contact us about their qualifying medical device or other related products or services.
Important: Devices used for therapy, but not medically required for sustaining life do not qualify.

How to Recertify
- Recertification is required every two to four years.
- If a medical professional certifies the condition as permanent, the customer must complete Part 1 of the application every four years to renew.
- If a medical professional certifies the condition as non-permanent, the customer must complete Part 1 and the licensed medical professional must complete Part 2 every two years to renew.

Please have your medical professional’s email address ready. When you recertify, they will receive an email signature request. Please alert them that they will receive an email from SCE.
- Permanent (MBL Self-Certification Form) – Doctor’s signature not required
- Non-Permanent (MBL Doctor Recertification Form) – Doctor’s signature required
*If you are a KP patient, and have been certified as having a non-permanent condition, please download the application, complete all required fields, including medical device information, and submit the form to your local KP Release of Information (ROI) department.

Recertify by Phone
For MBL Customers with condictions designated as permanent, complete your recertification using the Interactive Voice Response (IVR) system by calling 1-866-229-9360. A doctor’s recertification is not required for you to continue to receive the Medical Baseline allocation.
