About the Project
The Proposed Del Valle 66kV Substation Project will enable SCE to provide the necessary capacity to meet the electrical needs of customers and to maintain safe and reliable service to accommodate the Mission Village Project in Los Angeles County. The proposed project will construct the 66kv Del Valle Substation and associated improvements in the existing SCE utility corridor between SCE’s existing Saugus Substation and Fillmore Substation.
The County of Los Angeles Board of Supervisors approved the Recirculated Final Environmental Impact Report (EIR) for the Mission Village Project in July 2017 which included SCE’s Del Valle Substation Project. The substation is explicitly mentioned in the Mission Village FEIR project description and in the context of the various improvements included as part of the Mission Village Project. However, not all components of the telecommunication and reconductor components which are necessary for the operation of the substation were included. A Biological Resources Technical Report (BRTR) was prepared for the proposed Del Valle Substation Project, a component of the larger, previously approved Mission Village development. The County and legal staff concluded its review of the BRTR and associated information (to include technical appendices, species lists, and mitigation measures) and determined the Mission Village FEIR was sufficient, and no further analysis is required.
Pursuant to CPUC General Order 131-E, Section III.B.2, projects meeting specific conditions are exempt from the CPUC’s requirement to file an application requesting authority to construct. Construction of the Proposed Project is anticipated to begin on or after Q4 and is expected to be completed by Q2 of 2027.
The Proposed Project consists of two segments: Del Valle East and Del Valle West.
Del Valle East is located approximately 1.3 miles west of the proposed Del Valle Substation site, in Potrero Canyon in unincorporated Los Angeles County, then extends east and northeast for approximately 3.5 miles to Saugus Substation in the city of Santa Clarita.
Del Valle West extends eastward for approximately 11 miles between Fillmore Substation in the city of Fillmore to approximately 1.5 miles east of the existing Torrey Substation in unincorporated Ventura County.
Subtransmission/Transmission Line Work
- Construction of 66 kV tap-in to Del Valle Substation (Saugus-Del Valle-Fillmore 66 kV line) including approximately 5 structures
- Construction of 66 kV loop-ins to Del Valle Substation (Saugus-Del Valle 66 kV and Del-Valle Fillmore 66 kV lines) including approximately 4 structures
- Reconductoring four circuits between Saugus Substation and proposed Del Valle Substation, including replacement of approximately 10 66 kV lattice steel towers (LSTs) with tubular steel poles (TSPs) and the addition of approximately two new interset TSP structures
- Potential replacement of five 220 kV TSP transmission structures located on the Moorpark-Pardee No. 2 and No. 3 220 kV transmission tower line due to structure condition and additional loading
Telecommunications
- Providing diverse telecommunications path between Del Valle Substation and Saugus Substation by either: (1) removing approximately 3.6 miles of existing overhead ground wire and replacing it with optical ground wire (OPGW) or (2) installing approximately 3.6 miles of new sky wrap on the existing adjacent Moorpark-Pardee No. 2 and No. 3 220 kV transmission tower line
- Provide a single telecommunications path from Del Valle Substation to Fillmore Substation by installing All-Dielectric Self-Supporting Cable (ADSS) on existing Saugus-Fillmore No. 1 66 kV subtransmission structures and Barrington 16 kV distribution structures and connecting to adjacent existing fiber wrap located on the Moorpark-Pardee No. 1 220 kV transmission tower line
Persons or groups may protest the proposed construction if they believe that the utility has incorrectly applied for an exemption or believe there is a reasonable possibility that the proposed project or cumulative effects or unusual circumstances associated with the project, may adversely impact the environment.
Protests must be filed by April 6, 2025, and should include the following:
- Your name, mailing address, and daytime telephone number.
- Reference to the SCE Advice Letter Number and Project Name Identified.
- A clear description of the reason for the protest.
