Alberhill System Project

The Alberhill System Project is a major energy infrastructure investment designed to support growing electricity demand in western Riverside County while improving reliability, resilience, and operational flexibility for the region’s electric system.

The project will help strengthen system connections and enable the transfer of electrical load between systems, supporting reliable service for customers across a rapidly growing area.

Project facilities are located in unincorporated Riverside County and within the cities of Lake Elsinore, Wildomar, and Menifee, as well as nearby communities including the Temescal Valley. 

The Alberhill System Project includes:

  • New Alberhill Substation 
    Construction of a 500/115 kilovolt (kV) substation to support increased system capacity.
  • 500 kV Transmission Connections 
    Two new 500 kV transmission line segments connecting the new substation to SCE’s existing Serrano–Valley 500 kV transmission system.
  • 115 kV Sub-Transmission Improvements
    • One new 115 kV sub-transmission line
    • Modifications to four existing 115 kV lines 
      These upgrades will allow multiple existing substations to be served from the new Alberhill facility.
  • Telecommunications Infrastructure 
    Installation of telecommunications systems to integrate the project into SCE’s grid operations. 

The project is intended to:

  • Address increasing electricity demand in western Riverside County
  • Improve system reliability and resiliency under a range of operating conditions
  • Enhance operational flexibility by enabling load transfers between systems
  • Support continued population and economic growth in the region

The project is also expected to strengthen electric service for a large portion of the region’s population, including communities experiencing sustained growth.

Historical Activity and Background

Previously Held Webinars

In 2018, SCE hosted two public workshops to educate the community and gather feedback on the proposed Alberhill System Project, following a request from the California Public Utilities Commission (CPUC) to provide additional information and analysis to the public. The workshops presented an overview of the project and underlying system needs, outlined next steps in the regulatory process, and solicited input on potential alternatives for further consideration. Project maps and supporting materials were made available, and subject matter experts were on hand to answer questions and engage with attendees. Both workshops were held on November 13, 2018—one in the morning at the Lake Elsinore Cultural Arts Center (183 North Main Street, Lake Elsinore, CA) from 10:00 a.m. to 12:00 noon, and a second in the evening at the Menifee Lakes Country Club (29875 Menifee Lakes Drive, Menifee, CA) from 4:30 p.m. to 7:30 p.m.

With CPUC approval in place, SCE can move forward with planning and construction for the Alberhill System Project once remaining pre-construction requirements are completed. The project is expected to be in service later this decade, and SCE will continue to share public updates as work progresses.
