Turn-Key Installation Program
Program Highlights:
- SCE will leverage program funds to design, install, operate and maintain the EV charging stations at no additional cost to the program participant. Participants would still be responsible for paying the associated utility bill, but any fees charged for the use of the stations will help to reduce those costs.

Turn-Key Installation Program
Multi-family property sites located in designated Disadvantaged Communities (DAC) are eligible to apply for hassle-free EV charging equipment installation. Under this program, SCE will leverage program funding to design, construct, install, operate, and maintain the EV charging equipment. Participants will still be responsible for paying the associated utility bill, but any fees charged for the use of the stations will help to reduce those costs.
Turn-Key Installation program applications will temporarily be added to a waitlist beginning September 1, 2022. An update will be provided January 2023.
Due to the high volume of applications for several options within the Charge Ready Program for light-duty vehicles, and to help ensure we remain within the approved port and budget parameters set forth by the California Public Utilities Commission, new applications for certain program options will be placed on a waitlist beginning September 1, 2022. Those program options include Charge Ready Infrastructure & Rebate, Customer-Side Make-Ready, and Multifamily Turn-Key Installation. Currently, applications are still being accepted and reviewed for the New Construction Rebate for multifamily dwellings and the Charge Ready Transport Program for medium- and heavy-duty vehicles. These programs do not have a waitlist. Please keep in mind, however, that funding or program rebates are not guaranteed for any applications. As the Charge Ready team processes the current application pool, we will keep you updated on funding availability and the status of your application. The first update is scheduled for January 2023. We’re here to help you save big with the Turn-Key Installation program. Qualifying non-governmental sites must also be located within SCE’s service territory and a customer of SCE.
Participant must enroll in a Time-Of-Use (TOU) rate plan, a qualifying Demand Response Program, and must also share pricing and usage data with SCE.

Yes, the Turn-Key Installation program was specifically designed for multi-family property sites located in top-quartile Disadvantaged Communities.
Multi-family properties are residential properties that are designed to accommodate two or more tenants with shared parking areas. Multi-family properties include the following and will be eligible for applicable multi-family rebates or program offerings:
- Apartment Buildings: Structure(s) containing two or more dwelling units that may also include common areas and facilities, e.g., entrances, lobby, elevators or stairs, mechanical space, walks, grounds, recreational facilities, and parking both covered and open.
- Retirement Communities, Townhomes, Condominiums: Residential communities with shared parking areas managed by an HOA or an equivalent association.
- Mobile Home Parks: Residential mobile home communities with shared parking areas.
- University & Military Housing: Student or military housing units or apartments with individual cooking facilities (except conventional dormitories and barracks with cafeteria type kitchens).
- Timeshares: Vacation property communities with shared parking areas managed by an HOA or an equivalent association.
- Public Parking with Dedicated Overnight Resident Passes: Public parking lots designated for nearby multi-family residents for overnight parking. Stations can be open for public use during day-time hours.
Unlike Level 1 (L1), L2 requires a professionally installed charging station that can be hard-wired, or a cord set compatible with a 208/240-volt outlet. Charging at this level is much faster than L1, making it an attractive choice for many property owners and operators.
Top quartile Disadvantaged Communities are designated by CalEPA with a standardized set of energy distribution variables such as geographic location, exposure to environmental hazards, economic opportunities, and more. Our Charging Infrastructure and Rebate Program offers program funded electric distribution system infrastructure upgrades and EV charging equipment rebates to those seeking to install EV charging equipment at their property site.

Overview
Your multi-family housing properties require solutions to meet your needs and goals. Our Charging Infrastructure and Rebate Program provides step-by-step assistance for infrastructure upgrades and installation. Eligible multi-family housing properties will save money when participating in the program and installing four or more EV charging ports.
How It Works
1) Program funded Design and Installation of Supporting Electrical Infrastructure
We are here to help by providing the infrastructure upgrades needed for EV charging equipment to those who qualify. Participating sites must be located within SCE’s service territory and be an SCE customer.
SCE will perform all the necessary utility-side of the meter infrastructure work. All participants will have the option to have SCE also perform the customer-side infrastructure work (sometimes referred to as the customer-side make-ready) at no additional cost to the participant, or alternatively, may choose to design, procure, install, and maintain the customer-side make ready infrastructure themselves and qualify to receive a rebate of up to 80% of the estimated costs SCE would incur for performing the work.
2) EV Charging Equipment Rebates are available for the purchase and installation of four or more Level 1 (L1) or Level 2 (L2) EV charging station ports selected from SCE’s Approved Product List (APL).
Program Participation Requirements
If eligible, your business could benefit from participating in the Charging Infrastructure and Rebate Program. This program is available through 2025, or until available funding is fully subscribed. Participants are responsible for purchasing and installing all EV charging equipment and paying all EV charging station energy costs.
Select requirements include:
- Participant must operate and maintain the EV charging equipment for a 10-year duration.
- Installation of separate dedicated metering to measure EV charging station load and served by a Time-Of-Use (TOU) rate plan.
- Enrollment in a qualifying Demand Response program.
- The charging equipment must be equipped with a network service and the related usage and pricing information will be shared with SCE.

Frequently Asked Questions: Charging Infrastructure and Rebate Program
If you are a business leader with multi-family property, commercial buildings (offices, retail, etc.), or in the public sector, you could be eligible to participate in the Charging Infrastructure and Rebate Program. More eligibility and participation requirements can be found in the How It Works section and in our Quick Reference Guide.
There are two primary segments of supporting electrical infrastructure work typically required for the installation of banks of EV charging equipment. This supporting infrastructure work is sometimes referred to as “make-ready” and includes:
1. The utility-side of the meter infrastructure work, which includes all infrastructure from SCE’s distribution system to a new circuit panel that will be installed to support EV charging. This segment of work is also referred to as the utility-side make-ready. SCE will always be responsible for designing, procuring, installing, and maintaining the necessary infrastructure located on the utility-side of the meter.
Included with the utility-side infrastructure work, SCE will set an interval data recording (IDR) meter to capture EV charging equipment consumption data. The meter will track usage in 15-minute increments and may also be used for billing purposes.
2. The customer-side of the meter infrastructure work, which includes all infrastructure from the new panel that will be set as part of the utility-side infrastructure work, up to the first point of interconnection with the participant’s EV charging equipment. All participants will have the option to have SCE perform the customer-side infrastructure work (also referred to as the customer-side make-ready) at no additional cost to the participant, or alternatively, may choose to design, procure, install, and maintain the customer-side make-ready infrastructure themselves and qualify to receive a rebate of up to 80% of the estimated costs SCE would incur for performing the work.
Multi-family housing stakeholders can choose from three different levels of EV charging stations:
Level 1 (L1): All plug-in EVs come with a L1 charging cord that plugs directly into a standard 120-volt outlet. Charging typically gives about 5 miles of range per hour of charging.
Level 2 (L2): This level requires a professionally installed charging station that can be hard-wired, or a cord set compatible with a 240-volt outlet. L2 stations can provide 26 or more miles of driving range per hour of charge. Charging at this level is faster, making it a versatile choice for many properties.
Direct Current Fast Charging (DCFC): This is the fastest type of EV charging station commonly used, providing up to 40 miles of range for every 10 minutes of charging. DCFC is a good fit for locations where drivers need to recharge quickly to get to their destination. Though not available now, DCFC will soon be available as an additional option to L1 and L2 equipment.

New Construction Rebate Program

New Construction Rebate Program
We want to build the green energy future with you. Developers of new multi-family housing may qualify for our New Construction Rebate Program that can help to off-set the costs associated with the purchase and installation of qualifying EV charging equipment.
Overview
Developers of new multi-family housing properties may be eligible to participate in our New Construction Rebate Program. We offer this program to encourage the installation of electric vehicle (EV) charging stations during construction, and for those developers that complied with CALGreen code requirements but have not yet installed EV charging stations.
How It Works
We aim to make installing an EV charging station easy and more affordable. The New Construction Rebate Program offers developers of new multi-family properties the opportunity to save on the installation of operational EV charging stations during construction.
Rebates are up to $3,500 per port for both Level 1 (L1) and Level 2 (L2) EV charging stations (not to exceed the project’s actual cost). This program is available through 2025, or until available funding is fully subscribed.
Exceed the Standard
Qualifying sites will be required to exceed mandatory CALGreen building codes by installing the needed EV charging equipment-related infrastructure. Once infrastructure is ready for EV charging stations, this rebate can help cover the cost to move a site from EV-capable infrastructure to EV-ready with operational charging stations. Eligibility Information
We help building developers like you install EV charging equipment. To qualify for the New Construction Rebate, a site must exceed code by one of these two methods:
1. Install additional infrastructure and operational charging stations on top of EV-capable requirements as defined in CALGreen; or
2. Install additional infrastructure and operational charging stations in excess of the minimum number of required EV spaces as defined in CALGreen.
Additionally, charging equipment selected for installation must be listed on SCE’s Approved Product List. This program is available to multi-family properties located within SCE service territory.
Select participation requirements include:
- Participants to procure and install all charging equipment.
- Customer of record to enroll in one of our Time-Of-Use (TOU) rate plans.
- The charging equipment includes a network service and the usage and pricing information will be shared with SCE.
- The EV charging equipment must remain operational for at least 10 years.

Public parking lots offering dedicated overnight multi-family resident passes would also be considered as a multi-family applicant. Multi-family properties include the following and will be eligible for applicable multi-family rebates or program offerings:
• Apartment Buildings: Structure(s) containing two or more dwelling units that may also include common areas and facilities, e.g., entrances, lobby, elevators or stairs, mechanical space, walks, grounds, recreational facilities, and parking both covered and open.
• Retirement Communities, Townhomes, Condominiums: Residential communities with shared parking areas managed by an HOA or an equivalent association.
• Mobile Home Parks: Residential mobile home communities with shared parking areas.
• University & Military Housing: Student or military housing units or apartments with individual cooking facilities (except conventional dormitories and barracks with cafeteria type kitchens).

Our Charging Station Rebate Program gives qualified multi-family housing developers a choice between L1 and L2 EV charging equipment.

CALGreen is a mandatory green building standards code introduced by the California state government in 2007. Its goal is to establish a program of cost-effective reductions of greenhouse gases.
Multi-family housing developers interested in the New Construction Rebate Program should be familiar with applicable CALGreen standards. Exceeding CALGreen standards is required for participants to receive the rebate.
