New Construction Rebate

Program Overview

Developers of new multi-family housing properties may be eligible to participate in our New Construction Rebate program. We offer this program to encourage the installation of EV charging stations during construction, and for those developers that complied with CALGreen code requirements but have not yet installed EV charging stations

Program Highlights:

  • A rebate only program that helps to offset the costs associated with the purchase and installation of EV charging equipment at properties required to comply with the CALGreen code requirements.
  • For developers of new multi-family properties in development (planning, design, or construction phase) or that have completed and received a certificate of occupancy after 01/01/2017.

A rebate only program that helps to offset the costs associated with the purchase and installation of EV charging equipment at properties required to comply with the CALGreen code requirements, for developers of new multi-family properties.

How It Works

We aim to make installing an EV charging station easy and more affordable. The program provides rebates ofup to $3,500 per port for the installation of customer-side make-ready electrical infrastructure work and Level 2 (L2) EV charging stations that go beyond the CalGreen code requirements (not to exceed the project’s actual cost). The rebate amount paid by SCE will not exceed the participant’s actual costs. Participants will purchase, install, and own the charging equipment and are responsible for any charging station and installation costs exceeding the rebate offer.

Any Level 2 (L2) EV charging equipment selected for installation must be listed on SCE’s Approved Product Listopens in new window. This program is available through July 12, 2025, or until available funding is fully subscribed.

Program Guideline

Property developers breaking ground on new multi-family housing should know about the New Construction Rebate Program. This guide is a go-to resource for the program, outlining the eligibility and process from application submission through purchase and installation of EV charging equipment.

 

Exceed the Standard

Qualifying sites will be required to exceed mandatory CALGreen building codes by installing the needed EV charging equipment-related infrastructure. Once infrastructure is ready for EV charging stations, this rebate can help cover the cost to move a site from EV-capable infrastructure to EV-ready with operational charging stations. Eligibility Information

We help building developers like you install EV charging equipment. To qualify for the New Construction Rebate, a site must exceed code by one of these two methods:

  1. Install additional infrastructure and operational charging stations on top of EV-capable requirements as defined in CALGreen; or
  2. Install additional infrastructure and operational charging stations in excess of the minimum number of required EV spaces as defined in CALGreen.

Additionally, charging equipment selected for installation must be listed on SCE’s Approved Product Listopens in new window. Participants are responsible for purchasing and installing all EV charging equipment and paying all EV charging station energy costs

Select participation requirements include:

  • Participant must operate and maintain the EV charging equipment for a 10-year duration.
  • Customer of record must enroll in one of our Time-Of-Use (TOU) rate plans.
  • Participants to procure and install all charging equipment.
  • Required enrollment in SCE’s Demand Response program. The charging equipment includes a network service, and the usage and pricing information will be shared with SCE.
  • Participant’s application needs to be submitted and approved prior to the purchase or installation of the charging equipment.
  • This program is available to multi-family properties located within SCE service territory.
  • Complete project construction and receive a certificate of occupancy after 01/01/2017.

New Construction Rebate Program FAQ

Multi-family properties are residential properties that are designed to accommodate two or more tenants with shared parking areas. Public parking lots offering dedicated overnight multi-family resident passes would also be considered as multi-family applicants. Multi-family properties include the following and will be eligible for applicable multi-family rebates or program offerings: 

  • Apartment Buildings: Structure(s) containing two or more dwelling units that may also include common areas and facilities, e.g., entrances, lobby, elevators or stairs, mechanical space, walks, grounds, recreational facilities, and parking both covered and open.
  • Retirement Communities, Townhomes, Condominiums: Residential communities with shared parking areas managed by an HOA or an equivalent association.
  • Mobile Home Parks: Residential mobile home communities with shared parking areas.
  • University & Military Housing: Student or military housing units or apartments with individual cooking facilities (except conventional dormitories and barracks with cafeteria-type kitchens).
  • Timeshares: Vacation property communities with shared parking areas managed by an HOA or an equivalent association.
  • Public Parking with Dedicated Overnight Resident Passes: Public parking lots are designated for multi-family residents with overnight parking only. Other parking should not be allowed including resident-obtained placards and public parking. Applicants for this type of multi-family application must be a municipal entity.

CALGreen is a mandatory green building standards code introduced by the California state government in 2007. Its goal is to establish a program of cost-effective reductions of greenhouse gases.

Multi-family housing developers interested in the New Construction Rebate program should be familiar with applicable CALGreen standards. Exceeding CALGreen standards is required for participants to receive the rebate.
