Correction to SCE Public Participation Hearings (PPHs) Venue Information in Long Beach
You may have previously seen a notice in your bill that Public Participation Hearings (PPHs) were occurring in the 2025 General Rate Case for Southern California Edison (SCE).  This is a proceeding before the California Public Utilities Commission and is referred to by case number A.23-05-010.  The information contained in the notice is correct, except the notice incorrectly stated that the date for the in-person PPHs in Long Beach is March 20, 2024.  The correct date for those in-person PPHs is April 10, 2024.

The corrected information for the in-person PPHs in Long Beach is as follows:

Time: 2:00 p.m. and 6:00 p.m.
Location: Recreation Park Community Center, 4900 E. 7th St., Long Beach, CA 90804.

Renewable Energy Self-Generation Bill Credit Transfer

The Renewable Energy Self-Generation Bill Credit Transfer (RES-BCT) program allows local governments and college campuses to generate energy for their own use. Energy that is not used can be exported to SCE’s grid. All generation exported to SCE’s grid is converted into "generation credits" and is applied to the accounts you designate.  To qualify and enroll in the program, your facility must meet the requirements below and must receive permission-to-operate (PTO).

The RES-BCT program is available on a first-come, first-served basis. Once the combined rated generating capacity of participating customers within SCE’s service territory reaches 124.591 MW out of the 250 MW statewide cap the program will be closed to additional applicants.

Applicants may apply for RES-BCT at any time. To apply please refer to the "How to Apply" section below. Only projects that meet the program requirements and have an executed Rule 21 Generator Interconnection Agreement for Exporting Generating Facilities Applicable to Schedule RES-BCT (Form 14-788), will be allocated towards SCE’s RES-BCT cap. The project must maintain a valid status during the interconnection process and obtain Permission to Operate to receive service under Schedule RES-BCT. Should the applicant withdraw the interconnection request, or the request is deemed withdrawn by SCE, a new interconnection request will have to be submitted.

Once SCE reaches its cap, any new interconnection application seeking to participate in the RES-BCT program will be put on a waitlist. When the capacity of RES-BCT projects with PTO reaches 124.591 MW, the program will be closed to new applications and any projects on the waitlist will be notified of the termination of the program.

In order to participate in the program, you must be a local government or campus.  Local government is defined as a city, county, special district, school district, political subdivision, other local public agency or a joint powers authority as described in Schedule RES-BCT.  Campus is defined as an individual community college, California State University c or individual University of California campus. Eligibility requirements are outlined below:

  • An eligible renewable energy resource pursuant to the California Renewables Portfolio Standard Program (Article 16 of the Public Utilities Code, beginning with Section 399.11)
  • 5 Megawatts (MW) or less per generating account and located within the geographical boundary of the local government or campus.
  • Owned, operated, or on property under the control of the local government or campus.
  • Sized to offset part or all of the electricity demand of the local government or campus (the generating account plus the designated benefitting accounts).
  • The “generating account” is the designated retail service account interconnected and located on the same premises as your eligible renewable generating facility. The generating account must be served under a Time-of-Use (TOU) rate schedule. The generating account may be included as a benefitting account and receive generation credit; however, the generating account cannot be the sole benefiting account.
  • A “benefitting account(s)” is an electric account or accounts designated by you to receive generation credits produced by the electricity exported to the electric grid by your eligible renewable generating facility. The benefiting account(s) must offset property that is owned, operated or on property under the control of the same local government or campus that owns, operates, or controls the eligible renewable generating facility. The benefitting account(s) must also be served under a TOU rate schedule.

Before you apply for RES-BCT, you must first request and obtain interconnection in accordance with our Tariff Rule 21 guidelines and procedures. The following documents must be completed and submitted to us:
