Riverside Transmission Reliability Project

Southern California Edison is building the grid of the future to support more clean energy, make way for more electric vehicles and to protect against the impacts of extreme weather.

As part of this effort, SCE is partnering with Riverside Public Utilities (RPU) to build a new transmission line project called the Riverside Transmission Reliability Project (RTRP), which will:

  1. Bring RPU and its customers adequate transmission capacity to serve existing and projected electrical demand.
  2. Offer for long-term system capacity for load growth.
  3. Provide needed system reliability.

SCE is partnering with RPU on this project, and RPU is generally responsible for the construction of project elements within the City of Riverside’s jurisdiction, including the proposed 220/66 kV Wilderness Substation, certain interconnection and telecommunication facilities, and 66 kV subtransmission lines.

 

 

Jurupa Valley, Norco, Riverside and portions of Unincorporated Riverside County

SCE is proposing to construct the project with RPU. RPU is generally responsible for the construction of project elements within the City of Riverside’s jurisdiction, including the proposed 220/66 kV Wilderness Substation, certain interconnection and telecommunication facilities, and 66 kV subtransmission lines.

SCE is responsible for, and submitted a Certificate of Public Convenience and Necessity Application in support of, the construction of RTRP’s “ISO Controlled Facilities,” i.e., facilities under the California Independent System Operator control, including:

  • Construction of a new 220 kV substation (“Wildlife Substation”) and associated facilities to interconnect the Wildlife Substation to RPU’s proposed 220 kV/66 kV Wilderness Substation;
  • Construction of approximately 10 miles of new, double circuit 220 kV transmission line to loop into the Wildlife Substation;
  • Installation of new telecommunications facilities between the SCE’s existing Mira Loma and Vista Substations and the new Wildlife Substation, and new fiber optic cable between SCE’s existing Pedley and proposed Wildlife Substations;
  • Modification of an existing tower of the Mira Loma-Vista No.1 220 kV Transmission Line to connect the new double circuit line and to create a loop from the existing Mira Loma-Vista No.1 220 kV Transmission Line into the proposed Wildlife Substation; and
  • Relocation of existing 12 kV distribution lines at eight locations where crossing the new proposed 220 kV lines.

  • June 2006: The California Independent System Operator, which is the independent organization responsible for planning the statewide transmission grid, conducted studies concluding a need for the project
  • January 2007: Riverside Public Utilities (RPU) began holding public scoping meetings for the project
  • August 2011: RPU issued the Draft Environmental Impact Report for public review
  • February 2013: Final Environmental Impact Report was certified by the City of Riverside
  • April 15, 2015: SCE filed a Certificate of Public Convenience and Necessity (CPCN) application with the California Public Utilities Commission (CPUC) for approval to construct the project
  • April 30, 2015: SCE filed an amended CPCN application with the CPUC.  
  • January 5, 2017: Application deemed complete by CPUC
  • January 25, 2017: Publication of Notice of Preparation
  • April 2, 2018: Publication of Draft Subsequent EIR    
  • April 2 through May 17, 2018: Public Comment Period on Draft Subsequent EIR (45 Days)    
  • October 2, 2018: Publication of Final Subsequent EIR    
  • March 12, 2020: CPUC project approval     
  • Start of Construction: Q1 2023 (forecast) 
  • Estimated End of Construction: Q4 2026 (forecast)
