Minority-Owned Business (MBE)
A business enterprise that is at least 51 percent owned by a minority individual or group (see classifications below) or, in the case of a publicly owned business, at least 51 percent of the stock must be controlled by a minority individual or group. Owner(s) must be actively engaged in the management and daily operations of the firm.

Yes. For all PO/contracts >$250K, prime suppliers are required to submit a DBE subcontracting (Tier 2) commitment. The commitment must be submitted with RFP proposal for your bid to be evaluated.
Yes. As required by our DBE Subcontracting Program, DBE subcontractors must be certified by one of SCE’s five accepted certifying agencies. See “How to get certified as a diverse business enterprise” for the five certifying agencies we accept.
No. If you submitted a DBE subcontracting commitment indicating that you are not subcontracting to a DBE, you are not required to report your DBE subcontracting spend monthly.
