Power Restored to Long Beach Customers

Power has been restored to all customers in Long Beach and they are now reconnected to the electrical network. Generators that had been serving those remaining customers have been disconnected. Our crews will remain working in Long Beach and we will continue to closely monitor network operations.

SCE Introduces a New Residential Time-Of-Use Rate Plan

As part of our commitment to helping you manage your energy use, we have launched a new Time-Of-Use (TOU) rate plan that provides LOWER pricing during certain times of the day. A TOU rate plan gives you more control over your annual electricity costs.

Unlike your current rate plan which has a tiered rate structure where pricing increases based on your total usage, the TOU-D plan offers different pricing based on time of day, and season of the year. Under this new plan, you’ll have the option of more control over what you pay for electricity, based on when and how much you use. Refer to the time periods and associated pricing shown below.

Residential Plan (Rate Schedule D)

Our standard Residential Plan (Rate Schedule D) is the basic plan serving most residential customers.

This rate plan features four pricing tiers. During each billing period, your household’s energy consumption starts in Tier 1, where the price per kilowatt hour (kWh) is lowest. Each tier has a certain amount of energy allocated to it – if you use more energy than is allocated to that tier, you move to the next, higher-priced tier.

The best way to keep energy costs lower is to limit your energy consumption to the lower tiers.

 

Customers begin their billing cycle in Tier 1 (baseline allocation). Once you use the allotment for Tier 1, you move to Tier 2, then Tier 3, and finally Tier 4. Each tier has a kWh allotment and costs more per kWh than the previous one.

1 15¢ Your monthly billing cycle begins in Tier 1, where the price per kWh is lowest. About a quarter of our customers never exceed Tier 1 for the length of their billing cycle.
2 19¢ Customers move in to Tier 2 when they’ve exceeded their Tier 1 allotment. Tier 2 costs 4 cents more.
3 25¢ The price per kWh increases by 6 cents in Tier 3. If you’re in this tier, you’re using a considerable amount of energy.
4 31¢ Not all customers go up to this tier during their billing cycle, but if you max out the previous 3 tiers, the price per kWh in Tier 4 is over twice the price of Tier 1.

About Baseline (Tier 1)

Customers served under the Residential Plan start each monthly billing period in Tier 1. The amount of electricity allocated to Tier 1 is considered the “baseline allocation*”, and reflects the amount of electricity, measured in kWh, needed to cover an essential portion of the energy you use, like lighting, cooking, heating and refrigeration. Every customer’s household is provided with a baseline allocation or set amount of kWh of electricity each period – charged at a lower price than energy used above the baseline amount.

This baseline allocation is established by the California Public Utilities Commission (CPUC) and is based on where you live, the season (winter or summer), and whether your home is “all electric” or uses both electricity and gas. See Rate Schedule D for more information or visit our FAQ's.

A few notes:

  • Medical Baseline customers receive an additional 16.5 kWh allocation per day in addition to their applicable seasonal baseline for the necessary operation of life-support devices and equipment.
  • The baseline allocation is slightly higher for customers who have an all-electric household.


The amount of electricity allocated to each of the subsequent tiers (2, 3 and 4) is based on the electricity usage above the baseline amount (the amount allocated to Tier 1). The following table provides the percentages used to determine how much electricity is allocated to each tier.

**Baseline allocation levels are an established level of kilowatt hours (kWh) provided to residential customers for basic services such as lighting, cooking, heating and refrigeration. Pursuant to State law, baseline allocations represent the electricity necessary to supply a portion (50-60%) of the reasonable needs of the average residential customer.

Common Questions About Tiers & Baseline Allocation

Is there an easy way to get information about my tier allocation, pricing and which tier I’m currently in?

By simply logging in to My Account, you have access to a number of tools and services, including a chart that tracks which tier you’re currently in (as of the previous day), and the tier you’re expected to fall into by the close of the current monthly billing period.

The information provided in the chart is customized based upon your specific electricity use and is updated daily. Because the electricity usage is updated daily, the costs are also updated daily. This chart also provides current tier pricing, and the amount of electricity allocated to each tier. This can be a valuable resource to help you better understand the rate structure and more effectively manage your monthly bill.

Log in to My Account to access the chart, then select the "View Recent Usage" button, and then "How is this calculated?" which is located below your “Projected Next Bill” total.

How do I know which Baseline Region is associated with my bill?

Each city within our service territory has been assigned to a baseline region which corresponds to the primary climate associated with that geographic area. The climate zone for each city can be found in the Index of Communities.

A map of the baseline regions also depicts how the baseline regions align with coastal, inland and desert geographies.

How does Medical Baseline impact my baseline allocation?

Medical Baseline customers have an additional 16.5 kilowatt hours (kWh) allocated to their baseline usage on a daily basis, in addition to their applicable seasonal baseline for the operation of life-support devices and other qualifying equipment.

Time-of-Use Rate Plans for Your Home

If you use most of your electricity on weekends, or morning or evening weekday hours, you could benefit from a Time-of-Use (TOU) rate plan. TOU rates offer different electricity prices during different times of the day and week.

Why Switch to a TOU Rate?

There are many reasons why a TOU rate may work better for you:

  • Take advantage of lower rates on weekends, holidays and evening hours.*
  • If you can reduce your electricity usage during on-peak hours, you’ll be able to take advantage of lower rates during other times of the day/year.
  • Your annual energy costs may be lower – while bills may be higher in the summer (June - September), this can be offset by lower winter bills (October - May).
     

We offer three TOU rate options:

  • TOU-D Option A (TOU-D-A), available in January 2015, has three different time periods and associated pricing. Customers with an average usage of less than 700 kWh a month may find Option A more beneficial than Option B;
  • TOU-D Option B (TOU-D-B), available in January 2015, has three different time periods and associated pricing. Customers with an average usage of more than 700 kWh a month may find Option B more beneficial than Option A;
  • The Off-Peak Savings Plan (TOU-D-T) has two different time periods and four different pricing levels. This rate plan is popular with high-usage and self-generation customers.
     

*Note: The lower off-peak rate applies on holidays. When any holiday falls on Sunday, the following Monday will be recognized as a holiday. Holidays are New Year's Day, Presidents Day, Independence Day, Memorial Day, Labor Day, Veterans Day, Thanksgiving Day, and Christmas.

Questions about Residential TOU

Who is eligible for the Residential TOU rate?

Time-Of-Use rate plans are available to most of our residential customers, but the number of enrollments are limited. These rates is will be available until the enrollment cap is reached.

What changes should I make at home to get the most savings from the Residential TOU rate?

TOU rates are highest during the summer On-Peak hours, which occur on weekdays between 2 p.m. and 8 p.m for Residential TOU rates. If you're on the Off-Peak Savings Plan, rates will be highest on weekdays from 12 p.m. - 6 p.m. during the summer months. You may be able to save by making a few small changes to when you use most of your electricity. Reduce your electricity usage during the On-Peak time frame by:

  • Installing a Whole House Fan to cool your home during weekday evenings rather than using the A/C.
  • Setting the timer on your A/C thermostat to run during Off-Peak hours.
  • Shifting heavy loads such as electric vehicle charging and pool pumps to Off-Peak or Super Off-Peak hours.
  • Using your washing machine, dryer and dishwasher during Off-Peak hours.
  • Installing or using timers if you have an electric water heater.

Is there any way my bill might increase on the Residential TOU rate?

Under a Time-of-Use (TOU) rate plan, “when” electricity is used is as important as “how much” is used. The new TOU-D rate plan was designed for both low usage customers (Option A for those typically using less than 700 kWh per month) and high usage customers (Option B for those typically using more than 700 kWh per month).

TOU rate plans charge the highest electricity prices during the on-peak period, typically occurring during weekday afternoons, with summer on-peak rates normally higher than winter on-peak rates. TOU plans typically charge the lowest price per kWh during off-peak or super off-peak time periods which typically occur during the late evening and early morning hours. Most TOU plans treat weekends and holidays as off-peak time periods.

Under a TOU plan, if you manage your energy use wisely and avoid using a lot of energy during the on-Peak period, this plan may help you to reduce your annual electricity costs. However, if you consume a large amount of energy during the Summer On-Peak period, you could actually see an increase in your monthly summer bills (June through September). With the lower prices charged during the eight winter months, you can offset the higher summer bills with lower monthly costs during the rest of the year.

What if I change my mind about the Residential TOU plan?

There is no minimum commitment period, and you can choose to sign up or unenroll from the TOU-D or TOU-D-T rate plans at any time. Keep in mind that if you switch from a TOU rate plan to an alternate plan, you will not be able to make another switch for a full 12 months.
