Need relief? Through the CARE and FERA programs you could be eligible for a monthly discount on your bill.


If you’re having trouble making ends meet, you might be eligible for a rate program that could help you save on your electricity bill. We offer the California Alternate Rates for Energy (CARE) and Family Electric Rate Assistance (FERA) programs to provide our income-qualified customers with much-needed bill relief.

Do You Qualify?

If you’re thinking of applying for CARE bill assistance, you can easily see if you’re eligible. There are two ways to qualify.

  1. You can qualify for CARE if you or someone in your home participates in at least one of the eligible public assistance programs listed below.
    • Medi-Cal/Medicaid
    • CalFresh/SNAP (Food Stamps)
    • CalWorks (TANF)/Tribal TANF
    • WIC
    • Medi-Cal for Families (Healthy Families A&B)
    • LIHEAP
    • SSI
    • National School Lunch (NSL)
    • Bureau of Indian Affairs General Assistance
    • Head Start Income Eligible (Tribal Only)
  2. You can also qualify for CARE or FERA if you meet the income guideline qualifications listed in the chart below. Already enrolled? Make sure you still qualify in the chart provided below.


Note: After you enroll in the CARE program, and if your electricity usage exceeds your monthly baseline allowance by more than 400%, you may be asked to provide your most recent IRS tax transcript to verify your income and prove that you meet the program income guidelines.
