Request for Proposals (RFP)

In its 2013 RPS Solicitation, Southern California Edison Company (“SCE”) is soliciting proposals (“Proposal” or “Proposals”) to supply renewable Products from Eligible Renewable Energy Resources (“ERRs”) sufficient to permit SCE to execute Power Purchase Agreements (“PPAs”), in substantially the form of the Pro Forma Agreement as outlined in the Procurement Protocol.

SCE launched its RPS Solicitation on January 6, 2014.

Beginning at noon PST on January 6, 2014, and extending through 1:00 p.m. PST January 31, 2014, SCE will accept complete and conforming proposals. The Procurement Protocol, Pro Forma Agreement, Form of Seller’s Proposal, and other associated documents for the 2013 RPS Solicitation along with the registration and bidding form are located here:

Further, the Decision requires that SCE incorporate an assessment of locational congestion adders in our Least-Cost Best-Fit evaluation methodology. Those specific locational congestion adders may be located here:

SCE informs CPUC that bidding is closed.

Latest date SCE advises all Sellers on the status of their Proposals relative to SCE's Short-List.

For Sellers whose Proposals have been named to the Short-List, the 3-month negotiations period begins.

SCE submits Short-List to CPUC and PRG.

163 SCE and Short-Listed Sellers complete negotiations of the Final Agreements.
June 25, 2014
(Prior + 7 days)
170 Last day on which any Seller who completed negotiations of a Final Agreement may submit refreshed pricing for delivery of the Product.

193 SCE makes final selections, notifies each Seller of its status relative to SCE's final selection and signs the Final Agreement.
October 16, 2014

283 SCE submits the Final Agreements by way of Advice Letters to the CPUC for approval.

In accordance with D.06-05-039, SCE has retained an Independent Evaluator to oversee the preparation and administration of the RFP and provide independent feedback to the CPUC's Energy Division and to participate in SCE's Procurement Review Group established by the CPUC in D.02-08-071 (the "PRG"). The Independent Evaluator, Merrimack Energy Group, must be copied on all emails sent by bidders to SCE at WayneJOliver@aol.com.
