

SCE is conducting a Flexible Pricing Rate Pilot for business and residential customers who can plan or program their energy use. The pilot uses hourly pricing that changes daily. By shifting electricity use to lower cost periods – especially large, shiftable loads like electric vehicle (EV) charging, HVAC, pumping, and building management systems– you may see significant savings while helping California meet its energy goals.
At the end of the 12-month pilot period, SCE will compare your regular monthly bills to the flexible pricing charges and credits. If flexible pricing costs less, you'll get a credit or payment for the difference.
If, at the end of 12 months, you would have owed more with flexible pricing, there is no penalty or additional payment due.1
Who Is Eligible?
In order to sign up, participants must be:
- An SCE customer who receives generation services from either SCE or a participating Community Choice Aggregator (CCA) in SCE territory*
- Currently enrolled in an eligible Time-of-Use (TOU) or Real Time Pricing (RTP) rate
- Not enrolled in a Demand Response (DR) program (see below for eligible exceptions)
Eligible Rates: TOU-D-PRIME, TOU-D-4-9, TOU-D-5-8, TOU-GS-1, TOU-G-S2, TOU-GS-3, TOU-8, TOU-EV-8, TOU-EV-9, TOU-PA-2, TOU-PA-3 **
You must not be currently enrolled in any non-TOU rate, any legacy rate options (Option A, Option B, or Option R) or any street or area lighting rates. Contract rates are also not eligible for this pilot.
Eligible DR Programs: Critical Peak Pricing (CPP), Emergency Load Reduction Program (ELRP) Group A (excluding BIP, API, or SDP aggregators)
* Contact your CCA to see if your CCA is participating in this pilot.
** All currently available rate options are eligible, including Option E, Option D, Standby, NEM, SBP, and RTP.
How It Works
You can sign up directly with SCE or use a participating Automated Service Provider (ASP) to remotely track pricing and manage your energy use. Once you enroll, you’ll have access to a daily pricing schedule:

Each daily schedule includes 24 different energy prices (one price per hour) and is released a day in advance.

Plan or program energy use (or let your ASP manage it) to save money during low-priced hours.

Pay your regular monthly bill as usual.

At the end of the 12-month pilot, SCE compares your regular bill to the flexible pricing bill.

If flexible pricing saves you money, you’ll receive a credit or payment for the difference.

- An OpenADR-compliant application programming interface (API)
- The California Energy Commission’s MIDAS database (coming soon)
How to Track Your Progress
Each month, your flexible pricing results will be tracked in a “shadow bill” showing how much you would have paid on SCE’s Flexible Pricing Rate Pilot. You can view your shadow bills in the SCE enrollment portal (coming soon) or through your ASP, if you’re using one.
After 12 months, if the total of your flexible pricing charges and credits (any savings through flexible pricing) is lower than the total you paid on your current rate, you’ll receive a credit or payment for the difference. If flexible pricing would have cost more, there’s no penalty or payment due.
Net Energy Metering (NEM) customers will receive any credit or payment owed at the end of their relevant period, even if it occurs before 12 months.
How to Enroll
Eligible customers can sign up for the pilot directly through the SCE enrollment portal. You can also sign up through a participating third-party ASP.
