Time-of-Use Base Interruptible Program for Aggregation
A GUIDE TO MAXIMIZING SAVINGS
SCE's TOU-BIP, an interruptible rate that provides participants with a monthly credit in exchange for reducing their maximum demand when SCE issues a Notice of Interruption is now open to Aggregators. Any eligible SCE customer or third party may become an Aggregator and combine SCE customers' load and make it available for reduction or interruption. The combined or aggregated maximum demand must be at least 200 kW and the interruptible load must be at least 15% of the aggregated maximum demand, which shall not be less than 100 kW.
The Aggregator is required to sign a TOU-BIP Aggregator Agreement and establish an Aggregated Group to participate. Aggregators must choose a Firm Service Level (FSL) for each Aggregated Group. During an event when load reductions are requested by SCE the Aggregated Group must reduce the combined load to its specified FSL or pay an excess energy charge. An event is based on supply constraints determined by the California Independent System Operator or system constraints determined by SCE.
In exchange for reducing load, Aggregators will receive a monthly payment based on the amount of load reduction contracted. The table below shows the unit credits for each option by service voltage:
