Application to Become an Aggregator:
- Print, complete, and submit the following forms to SCE:
After SCE receives your application, our credit services department will review your credit history and determine whether or not you meet the credit requirements as specified in the tariff or must provide a deposit. If you are required to submit a deposit, it can be in the form of cash or non-cash security. The deposit amount is based on the number and size of customers in your Aggregated Group; however, if you submit an application without a Group then the deposit amount is $4,000 at a minimum. - If a deposit is required, submit your appropriate deposit while your application is being processed.
Once your application has been processed and approved and we have received your deposit (if required), you will be notified and will receive your website login and password information. Additionally, your name will appear on our website (http://www.sce.com/tou/tou-bip-aggregation.htm) as an aggregator for TOU-BIP. All approved Aggregators, with our without a Group will be listed on this website but Aggregators that fail to submit a Group by Dec 31, 2007 will be taken off the website. If you wish, you can request that your name not be listed on the website. - To initially establish a Group you need to complete Attachments B (section 1&2), C, and D. To revise an existing Group (only allowed during November) you need to complete Attachments B (section 3), C, and D.
- For each customer you sign up, you must also submit a "CISR-S (PDF)" form (Customer Information Standardized Request) that acknowledges the customers' authorization to release their information to you, the Aggregator. Instructions may be found in CISR Form Instructions (PDF). If a customer needs to change the tariff of an account, the customer must submit the Rate Change Request Form (PDF).
- After the appropriate attachments and forms are submitted SCE will complete the enrollment process (review and verify the information you submit) and notify you accordingly. If the enrollment process is successful, you will be eligible to receive monthly incentive payments and obligated to reduce the aggregated load as contracted or pay an excess energy charge.
As a customer willing to join program through an Aggregator
Work with an Aggregator who has a TOU-BIP Aggregator Agreement in place with SCE (see Aggregator list below).
