Income Qualified Programs - Energy Management Assistance Program

SCE's LIEE Program, the Energy Management Assistance Program (EMA) is designed to provide services, or "measures," to help low-income households conserve energy and reduce their electricity costs.  SCE pays all the cost of purchasing and installing the measures, which are free to eligible customers.

The program involves four separate stages, which are carried out by qualified Community Based Organizations (CBOs) or private contractors under contract with SCE:

• Outreach — Recruiting customers for participation in the program, and raising awareness of the program and its benefits
• Enrollment and Assessment — Finding out if a customer is eligible for the Program, and checking the customer's home to be sure it is feasible to install specific measures
• Service Delivery — Installing appliances and other measures
• Inspections — Inspecting customer homes after service delivery to be sure the measures will work properly and that the contractor has performed well

SCE has recently increased its network of service providers to address the program's increased demand. SCE will continue to monitor and evaluate the ability of the existing network of service providers to meet program demand in order to determine if additional service providers will be necessary. In the event that a service gap is identified, SCE will utilize its LIEE vendor/contractor interest list to identify potential contractors that may be added to the existing network of service providers.
