CARE/FERA Program Capitation Fee Project

Southern California Edison Company (SCE) is pleased to announce the availability of the Capitation Fee Project to increase customer participation in SCE's California Alternate Rates for Energy and Family Electric Rate Assistance (CARE/FERA) Programs.

SCE's CARE Program offers customers a 20% or more discount off SCE customer's monthly electric bill. Customers may qualify for the CARE or FERA Programs if they meet the income guidelines and other program requirements. These income guidelines and program requirements are detailed in the CARE/FERA Program Application.

Under the Capitation Fee Project, the California Public Utilities Commission has authorized SCE to pay a capitation fee to participating organizations for each new customer they help to enroll in SCE's CARE or FERA Program. This project is intended to encourage community-based-organizations to become Capitation Agencies and assist the hardest-to-reach customer populations with enrollment in the CARE or FERA Programs. The capitation fee reimburses entities for the incremental work associated with assisting customers in completing a CARE/FERA Program Application. The capitation fee is paid only for a customer who actually becomes enrolled in the CARE or FERA Program as a result of your assistance; that is, you will not be paid for:

  1. Any efforts that do not result in a customer being enrolled in the CARE Program.
  2. Applications that are rejected as incomplete, ineligible, illegible, or other reasons.
  3. Applications that are received from customers who are already participating in the CARE or FERA Program.

How To Become An Sce Capitation Agency

If your organization is interested in becoming a Capitation Agency, please print and complete the Organization Application and the W-9 Form (PDF copies of these forms are below) and return them to SCE at the address below. You will note that the Organization Application form requests information on:

  1. what services your organization provides
  2. how many CARE/FERA applications you expect to complete and send to SCE per month, and
  3. what fee per application you are requesting

Note: The fee requested shall cover the incremental cost to assist a client in completing a CARE application. The fee per application can range from $1.00 to $15.00, the maximum authorized by the CPUC.

Upon receipt and acceptance of your Organization Application and W-9 Forms, SCE will mail you an agreement to sign to participate.
