Emergency Planning
Emergency planning is one of the highest priorities for SCE employees at San Onofre. Plant personnel and local, state and federal emergency response professionals have worked together since 1982 to develop effective emergency response plans to protect public health and safety. These plans are tested annually for reliability and practicality.
Community Alert Siren System
In the unlikely event an emergency occurs at our plant, San Onofre officials would immediately contact local, state and federal authorities. Those groups would then take the actions they believe are necessary to protect public safety, including public notifications.
When appropriate, the public would be notified by the Community Alert Siren System and by government agencies using the Emergency Alert System (EAS) via television and radio announcements.
Upon hearing the sirens, residents should turn on a radio or television for instructions. The EAS message might advise you to shelter in place, to stay inside your home with doors and windows closed. Or, depending on the nature of the emergency, it might recommend that you evacuate.
In such situations residents should not call 911, keeping such lines open for immediate, life-threatening emergencies.
Emergency Planning Zone (EPZ)
The federal government requires that communities within approximately ten miles of a nuclear power plant be included in an Emergency Planning Zone. Within this zone, specific emergency protective plans have been developed.
Emergency response information about San Onofre is available from community and county offices near the plant including on city websites, at city halls and at city and county offices of emergency services. In addition, information is available from federal emergency response agencies.

Public Education Zone (PEZ)
The State of California has defined a broader area between 10-20 miles from a plant as a Public Education Zone. Within this zone, the public is informed on preparedness plans. The distance from the plant, however, would make evacuation highly unlikely.
