Q1. Should the Bidder Representation Declaration be returned in the Technical Proposal, the Commercial Proposal, or both?
A. The Declaration Regarding Conflict of Interest does not need to be returned with the technical or the commercial proposal. The Declaration Regarding Conflict of Interest will need to be submitted once the Independent Evaluator from the IE pool is selected on a project.
Q2. Should the Confidentiality Agreement be submitted in the Commercial Proposal?
A. The Signed Confidentiality Agreement should be submitted along with the technical proposal.
Q3. Should the Diverse Business Enterprise (DBE) Subcontracting Commitment and Reporting Form be submitted in the Commercial proposal? Or submit once an IE is selected from the pool to participate in a procurement activity.
A. Submit with the Commercial Proposal.
Q4. Should the Supplier Responsibility Program Form be submitted in the Commercial proposal? Or submit once an IE is selected from the pool to participate in a procurement activity.
A. Submit with the Commercial Proposal.
Q5. Would SCE discourage an IE proposal from a firm that may currently represent one or more California energy market participants? Or may in the future?
A. SCE encourages all interested bidders to address potential conflicts of interest in the technical questionnaire in detail. SCE is interested in how your firm has managed potential conflicts of interest in the past, and how the firm, if selected, would establish an ethical wall.
Q6. How many similar RFPs have had the need for Independent Evaluator over the last two years?
A. SCE conducts a variety of solicitations through multiple departments. An Independent Evaluator is needed for most of these solicitations. A descriptive list of the solicitations is included in the IE RFP Instructions.
