How Rates Are Set
SCE customers’ electricity rates are established by the California Public Utilities Commission (CPUC), the government body that regulates all investor-owned utilities in the state. The CPUC assesses rates every three years through General Rate Case proceedings.
Some Important Definitions
Some of SCE's rate schedules have "demand charges," which are calculated on a per-kilowatt (kW) basis for a customer's maximum registered power demand. These demand charges are in addition to energy charges (per kilowatthour), but the energy charges are lower than those on rate schedules without demand charges. Demand charges reflect the cost of transmission and distribution facilities built to meet our customers' peak power demands. The two kinds of demand charges are:
- Facilities-Related Demand Charges, which are applied all year round.
- Time-Related Demand Charges, which are applied only during summer months.
For some customers, rates with demand charges may offer opportunities to reduce their electricity bills. If you would like more information about the rates listed below, including how to qualify, please call us at 1-800-990-7788. (The name of your current rate schedule is indicated on the top of your bill.)
Understanding Late Payment Charge
SCE's Late Payment Charge is assessed on the total amount of any unpaid, past due bill(s). Bills become past due 19 calendar days from the date the bill is prepared.
Understanding the Generation Component
The Generation component for each rate is broken down into two rate factors:
- Utility Retained Generation (URG) factor
- Department of Water Resources (DWR) factor
The Generation components must be applied separately to a percentage of the total kWh consumed during the billing period. Due to the frequent fluctuation of the DWR market rate, please refer to your bill for the current DWR percentage or call (800) 655-4555 for more information.
