Small & Medium Business - Standard Performance Contract (SPC)

Overview

The Standard Performance Contract (SPC) Program offers incentives for the installation of high efficiency equipment or systems. All business customers within SCE territory are eligible to participate.

Following is an overview of the policies and guidelines:

A PROJECT MUST BE SUBMITTED AND APPROVED BY SCE PRIOR TO INSTALLATION.

Eligibility

Customers

The SPC Program is open to any SCE commercial, industrial or agricultural customer. Customers must receive distribution services from SCE and pay the "public purpose surcharge" on their electric bill.

Projects

Equipment must exceed current applicable government and/or industry minimum efficiency standards, and operate for a period of at least five years. Projects that involve new load in an existing facility, and fall outside of the scope of Savings By Design are also eligible.

Ineligible Projects

Measures involving new construction, electrical generation, maintenance and operational changes, used equipment and equipment not hardwired or permanently installed, are not eligible for SPC incentives.

Key Players

Customer

A Customer is defined as the SCE customer applying for incentives. This can be the corporate parent, regional or local office.

Project Sponsor

A Project Sponsor is the main point of contact for the project and is responsible for ensuring all required paperwork is submitted correctly. Customers may serve as their own Project Sponsor, ("self-sponsor") or elect to have a third-party act on their behalf. The Project Sponsor is the recipient of all correspondances, and the incentive, unless directed otherwise.

Incentive Rates

SPC incentives are calculated by:

  1. the amount of kWh saved in a 12-month period, and
  2. by the amount of Peak kW reduced

All projects use minimum industry standard or Title 24 as the baseline. The following rates apply to new applications received in 2009:

Incentives are paid only on the energy savings above and beyond minimum federal and state mandated standards, and on peak demand reduction.

All energy savings estimates will be reviewed and approved by SCE.

Payment Schedule

For most projects, 100 percent of the approved incentive is paid after the Installation Report is approved. Payments typically take 4 to 6 weeks from the time of SCE approval.

In a few cases where there is uncertainty of energy savings, SCE may require measurement and verification (M&V), up to 2 years after implementation of the project. If SCE determines that M&V is necessary, the Project Sponsor must prepare and submit an M&V plan upon SCE's request for review and approval. For projects where M&V is required, 60 percent of the approved incentive is paid after the project installation is confirmed.

The incentive payment will be increased by 10 percent (up to $50,000) to help defray the M&V costs. The balance of the incentive amount for the measure(s) installed is paid upon approval of the final report (Operating Report).

Project Site Cap

Applicants are eligible to receive up to 50% of the total project cost, not to exceed $2,400,000 per project site.

A project site is defined as a single free-standing building/structure, or individual utility meter.

2009 Applications, Forms, and Software

Form 1

Enter all contact information for the customer, site, and project sponsor.

Form 2

Indicate the payee. Both project sponsor and customer must sign and date the application. Projects are capped at 50% of the total project cost.

Form 3

Include a measure description and equipment inventory. Provide enough detail so that a technical reviewer can understand what is being installed or improved, and how it saves energy. Use additional pages as necessary.

Include all equipment affected by the proposed energy-efficiency measures and data relevant to energy performance for each device listed. An inspector will verify this data during the pre- and post-installation site inspections. Use additional pages as necessary. Submit your electronic and hard copy engineering calculations.

The application must included kWh calculations by either submitting engineering calculations or using the 2009 SPC Software tools.

Software Application Form Submission

The 2009 SPC software will help you calculate some of the most common energy efficiency installations. Click on "Energy Savings Calculator" and follow the prompts. The software will automatically walk you through the necessary steps and forms.

Application Process

Application Review

All existing equipment must be operating and available for inspection, or the project may be ineligible. A reviewer will contact the project sponsor within 5 days of application receipt.

The reviewer will schedule an inspection and verify the submitted energy savings.  Note: Energy savings and/or incentives may be revised based on observations during the site inspection.

Approval

Typical turnaround for a formal approval is approximately 30 days from submission of the application to SCE.  The application status will be conveyed through written correspondence from an SPC program representative. A verbal approval is not valid. Upon approval, an SPC agreement will be sent to the project sponsor for execution.

If a project's savings are uncertain, SCE may require Measurement & Verification (M&V).  The project sponsor will be required to submit an M&V plan for approval by SCE. After the required M&V has been completed, an operating report and all supporting data will be submitted by the project sponsor.

Installation may begin once written approval is received from SCE.

Project Installation

Upon installation of the new equipment, complete and submit an Installation Report to alert SCE of the project's completion. Upon receipt, a reviewer will contact the project sponsor within 5 days to schedule a post inspection and verify project completion.

If the scope of work has changed, the savings and incentive amount will be adjusted accordingly.
