Economic Development Rate (EDR) (PDF)
SCE's Economic Development Rate (EDR) offers a rate discount to companies that are at risk of shutting down or relocating outside California due to high energy costs. It would also provide the same incentive to attract companies to California or to those that would expand their businesses within California based on receipt of the discount. Subject to calculations specified in the applicable EDR tariff, qualified businesses may receive up to a 12% discount on their electricity rate for a five-year period.
Among other qualifications, the rate discount program requires applicants to verify that but for the discounted rate, either on its own or in combination with other incentives, the applicants’ load would not be retained, added or located within California.
Although available to qualifying business customers with 200 kilowatts or more of electrical "demand" (the amount of energy needed at one point in time), SCE's proposal targets the electricity-intensive manufacturing industry.
The EDR is available to SCE bundled (regular) service, direct access, or community choice aggregation business customers. The rate is not available to residential, state or local government customers.
