"Bottoms-Up" Billing Methodology for Direct Access Customers

Previously, customers who receive generation services from an Electric Service Provider (ESP) were billed the full bundled service rate and then received a procured energy (PE) credit. This energy credit was set equal to the applicable generation component of the tariff under which the DA customer was served.

Effective September 1, 2003, SCE implemented a revised DA billing methodology commonly referred to as "bottoms-up" billing. Whereas the previous approach worked from the total bundled rate down to the applicable DA bill by crediting the customer for services not provided. The revised billing approach works from the bottom up by charging DA customers only for the services provided by SCE, and any other charges authorized by the Commission, thus replacing "PE credit".

The generation portion will continue to be billed to the customer by the ESP.
