Partial Re-Opening of Direct Access

2011 DA Load Cap has been reached.
Customer notifications will be forwarded no later than August 13, 2010.
Six-Month Notices are no longer being accepted by SCE.

SCE's total available DA load is 3,946 GWh:

  • Load will be allocated over a four-year phase-in period
    • Year 1 of Phase-in (2010) load is 35% of SCE's total available DA load or 1,381 GWh
    • Year 2 of Phase-In (2011) load is 35% of SCE's total available DA load or 1,381 GWh
    • Year 3 of Phase-in (2012) load is 20% of SCE's total available DA load or 789 GWh
    • Year 4 of Phase-in (2013) load is 10% of SCE's total available DA load or 395 GWh

Phase I: Open Enrollment Window (OEW) for Allocation of 2010 Load

On Thursday, April 22, 2010, SCE announced that both the Phase I 2010 OEW Load Limit and Wait List were fully subscribed effective 9:01:23 AM PDT on April 16, 2010.

  • All NOIs received after 9:01:23 AM PDT on April 16, 2010 have been rejected
  • The OEW officially closes on Thursday, July 15, 2010
  • Should additional load become available before the close of the OEW, SCE will notify Wait List Service Accounts, in the order received, of their opportunity to transfer to DA.
  • DASRs for accepted NOI accounts must be received from an ESP within 60 days of their SCE electronic notification date

Phase II: Customer Information Service Request (CISR)

New CISR Submissions
  • Approved CISR forms must be on file before any third-party will be authorized to act as an agent of a customer
  • Customer must initial Box 6 — Request Rate Change (page one of form) to authorize their designated third-party to submit a Six-Month Notice on their behalf
  • CISRs submitted with only Box 6 on page one of form initialed will be processed within five business days
  • CISRs submitted with multiple boxes on page one of form initialed will be processed within ten business days
  • CISRs must be submitted to SCE's Third Party Authorizations Desk

CISRs Submitted for Phase I Granting One-Time Only Third-Party Authorization
  • If an existing approved Phase I CISR granting one-time only third-party authorization is on file with SCE, new CISR submissions are not required
    • For Phase II only, the previously submitted CISR should be resubmitted with the Six-Month Advance Notice to Transfer to Direct Access Service form and the Service Account List to danotices@scewebservices.com beginning at 9:00 AM (PDT) on Friday, July 16, 2010

Six-Month Advance Notice to Transfer to Direct Access Service (Six-Month Notice) Form (PDF) and process:

NOIs are not authorized for use during Phase II.
NOIs received by SCE on or after July 16, 2010 will be rejected.
The only form authorized for use during Phase II is the
Six-Month Advance Notice to Transfer to Direct Access form.

  • Six-Month Notice forms will be accepted on a first-come, first-served basis beginning at 9:00 am (PDT) on July 16, 2010, and ending on January 15, 2011, or until the 2011 load cap is met, whichever comes first
    • Six-Month Notice forms will be rejected if received before 9:00 AM (PDT) on July 16, 2010
    • Six-Month Notice forms can be rescinded by the submitter within 3 business days of the date received by SCE
  • Six-Month Notice forms (PDF) and Service Account spreadsheets should be attached to each e-mail in a password protected zip file to expedite system processing and minimize transmission delays
    • Service Account spreadsheets should be sent as actual Excel files (.xls) as oppoed to PDF copies of Excel spreadsheets
    • Customers should utilize the pre-formatted Excel template by clicking on the link in the right hand column of this web page: Six-Month Notice to DA — SA List Template (XLS)
    • Based on each submitter's system requirements, the password for each password protected zip file submitted via e-mail should be either "123456" or "12345678"
    • Six-Month Notices must be submitted via e-mail or facsimile only (see Six-Month Advance Notice to Transfer to Direct Access Service Form Submission at the bottom of this page)
    • Refer to "CISRs Submitted for Phase I Granting One-Time Third-Party Authorization" to determine if a CISR should be included in the zip file
    • Customers should refer to the "Sample Six-Month Advance Notice to Return to DA (DOC)" document by clicking on the link in the right hand column of this page
    • If deficiencies are reported to submitter and not resolved within 2 business days, the Six-Month Notice will be rejected
  • An electronic Acknowledgement of Receipt will be returned to the submitter of each Six-Month Notice form received
  • Six-Month Notices should be submitted only once to reduce e-mail congestion delays and expedite processing of submissions and status notifications
  • All service accounts listed on a Six-Month Notice form must be for the same customer of record indicated on the Six-Month Notice form
  • Service accounts with a Federal Tax ID (FTID) number that does not match the FTID number for the customer of record indicated on the Six-Month Notice form will be rejected
  • Six-Month Notice forms will be time and date stamped to determine precedence
  • Six-Month Notice forms found to have a deficiency, such as incorrect service account number and missing or illegible information, may be accepted on the condition that the deficiency is corrected within 2 business days after receiving notification of the deficiency
    • Service Account numbers appear on the customer's SCE bill formatted as "3-010-2010-20"
    • Service Account numbers always begin with "30" followed by eight digits
    • Service Acocunt numbers should be submitted to SCE without the separating dashes (-) "3010201020"
  • SCE will process Six-Month Notice forms within 20 business days of receipt
  • Customers will be notified electronically whether their Six-Month Notice form has been accepted or rejected
    • Acceptance notifications will include switching process information and DASR submission deadline date
    • Customers are responsible for providing this information to their ESP
  • Individual e-mail or facsimile submissions containing more than one Six-Month Notice form will be rejected
  • Accepted Six-Month Notice forms will be switched to DA starting on January 16, 2010, provided the six-month advance notice period is satisfied and DASRs are submitted in a timely manner
  • An additional 10% of the 2011 annual load cap to be used to process any day's Six-Month Notice forms that cause the 2011 annual load to be exceeded
  • Should the additional 10% of the 2011 annual load cap be reached, all subsequent Six-Month Notices will be rejected and SCE will post a status change on SCE.com
  • No Wait List will be established
  • Should additional load become available, SCE will post a status change on SCE.com indicating that Six-Month Notices are being accepted
  • Any 2011 load still available at the end of the 2011 Six-Month Notice submission period will be carried-over to 2012
  • Customers are allowed three calendar days to rescind or withdraw their Six-Month Notice
  • Rule 22.1 — Switching Exemption Guidelines (PDF) applies to all Six-Month Notices received by SCE during the 2011 Six-Month Notice submission period
    • If a DASR is not received by the final date specified in the acceptance notification, the associated service accounts will be transferred to Transitional Bundled Service (TBS) for sixty days
    • If a DASR is not received by the end of the sixty day TBS period, the Six-Month Notice will be cancelled
      • Unless a DASR is received by SCE by the end of this sixty-day period, the six-month advance notice will be canceled
      • After the six-month advance notice is canceled, the account will no longer be eligible for DA service
      • The account will continue to bill on the Transitional Bundled Service (TBS) spot market price for an additional six months
      • At the end of the six-month TBS period, the account will begin bundled service for a three-year Bundled Portfolio Service (BPS) commitment term
Schedule DA-CRS – Direct Access Cost Responsibility Surcharge:
  • Notices of Intent (NOIs) received from April 16, 2010 through June 30, 2010, will be assigned the 2009 DA-CRS Vintage upon completion of the approved transfer to DA
  • Six-Month Notices received from July 16, 2010 through June 30, 2011 will be assigned the 2010 DA-CRS Vintage upon completion of the approved transfer to DA
One-time waiver of Bundled Portfolio Service (BPS) agreement
  • BPS agreements end-dated on April 10, 2010 will not be reinstated at the close of the Phase I Open Enrollment Window (OEW)

Interval Data Recorder (IDR) metering moratorium:
  • Service accounts with meter demand of 50–199 kW are not required to install an IDR meter in light of the upcoming SCE SmartConnect meter deployment
  • DASRs submitted with a third-party meter owner, meter installer, or meter reader will be subject to the existing IDR metering requirements as described in Rule 22 — Direct Access (PDF)
