Energy Efficiency Partnerships
SCE’s Energy Efficiency Partnership Program, whether dealing with institutions such as a University/College or City, County, State entities, community organizations--or the public at large, creates dynamism and a keen awareness of energy efficiency best practices (i.e., enhancing the design, implementation and evaluation of energy saving technologies). The Partnerships also execute substantive and vital business and community projects that save energy, money and the environment. These projects may include Direct Installation of energy-efficient equipment, energy audits, seminars, and more.

As our Partnership Program fortifies and invigorates relationships with local government and institutional customers, we help to advance long term state energy policies that encourage adoption of energy efficiency and green practices. Our activity with stakeholders will ultimately influence inherent cultural and cross-generational behavior in society nurturing a renewed appreciation and stewardship of our resources.

The CCC/IOU Energy Efficiency Partnership

The CCC/IOU Energy Efficiency Partnership has been a successful collaboration between the California Community Colleges (CCC) and the four Investor-Owned Utilities (IOUs):
  • The CCC is a two-year public institution of higher education that is composed of 109 colleges statewide and organized into 72 self-governing Districts
  • It serves more than 2.6 million students coming from a wide range of cultural and economic backgrounds, and represents the largest system of higher education in the world
  • This Partnership provides a unique opportunity to deliver cost effective energy savings while leveraging the CCC’s local and statewide new construction bond funding
  • The 2009-2011 CCC/IOU Partnership will expand its efforts for the implementation of Energy-efficient Retrofits, New Construction Design Assistance facilitated by the Savings by Design program, Demand Response, Retro-Commissioning, and Monitoring-Based Commissioning (MBCx) projects
  • The program will also focus its efforts on Training and Education, which will expand existing education programs by training faculty and staff in best practices on Energy Efficient Technology Implementation and Energy Management

California Department of Corrections and Rehabilitation Partnership

The CDCR is comprised of 34 adult facilities, 16 parole offices and 8 youth facilities totaling over 47,000,000 square feet of space. Identifying opportunities:
  • The CDCR uses the Department of Energy’s benchmarking tool, Portfolio Manager, to prioritize the candidates for Retro-commissioning and Retrofit projects
  • The Partnership provides leadership to the CDCR by:
    • Helping achieve Governor’s Green Building Action Plan by reducing energy consumption by 20% in the next 5 years
    • Increasing awareness and acceptance of Energy Efficiency practices
    • Improving communication and collaboration amongst statewide participants

Los Angeles County Partnership

This 2009-11 partnership with LA County will be a continuation of the existing, successful 2004-’05 and 2006-’08 Partnership and will focus on Identifying energy savings opportunities in County facilities as well as projects and strategies that reach all of the 38 different County departments that the County’s Internal Services Division (ISD) serves.

This Partnership will reach out to the Department of Public Works, Sheriff, Health Services and other public agencies affiliated with the County: Public Housing, Sanitation Districts, County Transit Authority, Regional Parks, County Metropolitan Transportation Authority (LACMTA) and other departments and provide the following program elements:

  • New Construction Design Assistance
  • Retro-Commissioning/Monitoring-Based Commissioning (RCx/MBCx) projects
  • Providing a “portal” to other IOU energy programs for a coordinated, integrated DSM program
  • Training & Education Program, which will train facilities and M&O staff in best practices on energy efficient technology implementation and energy management

Riverside County Partnership

The 2009-2011 Riverside Partnership, along with SCE and the other California IOUs, embraced a new Partnership concept in energy efficiency programs.

Riverside County is the fourth largest county in the state, stretching nearly 200 miles across and comprising over 7,200 square miles of fertile river valleys, low deserts, mountains, foothills and rolling plains. Between 1980 and 1990 the number of residents grew more than 76% making it the fastest growing county in California.

The 2009-2011 Riverside County Partnership will expand its efforts in the delivery of energy efficiency and provide the following program elements:

  • New Construction Design Assistance. This will be a leading focus of the Partnership due to the significant bond-funded construction of new and renovated facilities that are occurring at an unprecedented rate
  • Providing a “portal” to other IOU energy programs for a coordinated, integrated DSM program
  • Training & Education Program, which will train facilities and M&O staff in best practices on Energy Efficient Technology Implementation and Energy Management

State of California Partnership

SCE, The State of California and three other Investor Owned Utilities, PG&E, Sempra, and San Diego Gas & Electric are collaborating to continue the State of California/IOU Energy Efficiency Partnership program. This program's goals include sharing energy efficiency best practices and implementing energy efficiency projects to capture immediate and long-term energy savings and peak demand reduction.

The State of California is the largest property owner in California; it owns and leases over fifty million square feet of commercial office space through the Department of General Services. The program assists the state (through it’s twenty-three agencies) in reducing the amount of energy it purchases from the power grid by 20 percent by the year 2015, as required by Governor Arnold Schwarzenegger’s Green Building Initiative (GBI).

The objective of the State of California/IOU Partnership program is to maximize the limited budget dollars that state agencies budget for their energy efficiency efforts. Through the Partnership, the state can increase the value that agencies receive on their investments in energy efficiency measures by:

  • Using utility incentives to cover either some of the Retro-commissioning expense
  • Funding some of the improvements uncovered during the Retro-commissioning and facility assessment process

      UC/CSU/IOU Energy Partnership

      The University of California, California State University (UC/CSU), Southern California Edison (SCE) and other Investor-Owned Utilities (IOUs) Energy Efficiency Partnership, (UC/CSU/IOU Energy Partnership), was designed to achieve immediate, long-term peak energy and demand savings and establish a permanent framework for sustainable, comprehensive energy management programs for an existing statewide nonresidential program that will continue in the 2009-2011 program cycle. It will continue to offer incentives for Retrofit projects, Monitoring-based Commissioning, and educational training for Campus Energy Managers.

      SCE will engage the UC and CSU systems to be strategic partners to help reach campus end-use customers through Partnership activities and serve as channels for the IOUs’ other Energy Efficiency and Demand Reduction programs.

      The UC campuses and CSU campuses in SCE territory are expected to achieve gross delivered energy savings of approximately 24,000,000 kWh, 4,389 kW peak demand, with a total program budget of $9 million when all projects funded through the 2006-2008 program are completed.

      This will include:

      • Improved outreach to campuses for a more effective training and education program
      • Offering funding levels that encourage campus projects with a higher energy savings and demand reduction potential
      • Capitalizing on the infrastructure built during startup of the 2004-2008 program to reduce administrative costs and improve cost effectiveness

      Local Government Partnership Programs

      Bakersfield/Kern Energy Watch Partnership

      The Bakersfield & Kern County Energy Watch serves residential, small Commercial and Municipal facilities in an 8,000 square mile area encompassing the city of Bakersfield & all of Kern County.

      The Partnership provides leadership to the community by:

      • Conducting Direct Install sweeps for single family, multi family and small commercial business through out the county
      • Marketing, Education and Outreach to the communities
      • Participating in local events and distributing material and educating residents on issues of energy efficiency
      • Direct installation of selected energy-efficient technologies in residences in selected areas
      • Free residential energy surveys

      Community Energy Partnership

      Serving an aggregated population of over 1 million, the Community Energy Partnership works closely with 10 diverse cities within the SCE service territory to develop and implement programs that will engage and benefit residents and businesses of Partner cities. The cities are Brea, Cathedral City, Corona, Hermosa Beach, Irvine, Moreno Valley, San Bernardino, Santa Clarita, Santa Monica and Palm Desert. These cities are geographically dispersed and are representative of the diverse climates and cultures found within the IOU’s service territory.

      The Partnership provides leadership to the community by:

      • Delivering energy savings through the Direct Installation of Energy Efficiency measures to residential and small commercial customers
      • Creating and delivering an educational energy saving curriculum taught in 4th through 8th grades
      • Generating higher community awareness of an energy efficient lifestyle through community promotions and events

      Mammoth Lakes Partnership (High Sierra Energy Initiative)

      The Town of Mammoth Lakes is located in Mono County and has a population of just over 7,000.

      The Partnership provides leadership to the community by:

      • Conducting outreach and informational events that created increased awareness for Energy Efficiency and conservation
      • Funding CFL giveaways through community events like the Mammoth Lakes Earth Day
      • LED Holiday Light Exchange
      • Participating in LED Holiday Light Exchange event
      • Providing workshops and speakers as part of the High Sierra Energy Summit. This week long program explores Energy Efficiency technologies, regulatory policies and renewable energy sources

      Palm Desert Partnership

      Located in the in the Coachella Valley, Palm Desert is one of the state's fastest growing cities. Residential electricity usage in the City reflects the hot climate and higher usage of air conditioning and pool pumps and is presently 50% higher than for the typical SCE customer. The population of Palm Desert stands at approximately 50,000, including a large seasonal portion that enjoys Palm Desert's pleasant weather from October through May.

      The Partnership provides leadership to the community by:

      • Closely coordinating local education, training, marketing and outreach in which the utilities and the City work together to educate consumers and co-promote programs
      • Offering a suite of comprehensive cost-effective packages of DSM measures that incorporate emerging technologies as they become commercially available for HVAC, lighting, refrigeration, and water pumping
      • A set of HVAC measures unique to Palm Desert , designed to significantly increase participation and to test their acceptance in the market
      • Pioneering methods to capture energy savings due to behavior

      Ridgecrest Partnership

      As the only incorporated community in the Indian Wells Valley, Ridgecrest boasts a thriving economy and a robust population of just over 27,000 people.

      The Partnership provides leadership to the community by:

      • Conducting outreach and informational events that created increased awareness for energy efficiency and conservation.
      • Conducting Title 24 training to improve compliance to applicable energy code
      • Delivering the Living Wise Leadership Curriculum into the local schools’ elementary school curricula
      • Conducting CFL giveaways through community events such as the Ridgecrest Home show
      • Participating in LED Holiday Light Exchange event

      San Gabriel Valley EE Partnership Program

      With a population of 2 million, San Gabriel valley is host to 20% of the population of Los Angeles County and includes 29 Cities:

      • Energy Efficiency Retrofits and enhanced incentives for municipal facilities
      • Development of a model Energy Action Plan that addresses the energy specific community needs over the next 5 years

      Santa Ana Partnership

      With a population of 300,000, Santa Ana is the second largest city in the SCE service territory. The city was chosen to pilot the 2009-11 Energy Leaders Partnership Model at the Silver Level.

      This culturally diverse city has a Federal Empowerment Zone:

      • A Hispanic population of approximately 257,097 (76.1%)
      • Asian population of 29,412 (8.7%)
      • The most occupants per multi-family dwelling unit in the State

      The Partnership provides leadership to the community by:

      • Providing Energy Efficiency upgrades of FEZ businesses
      • Referring residents to Low-Income Energy Efficiency program and signing up eligible Santa Ana residents to CARE rates
      • Energy Efficiency Retrofits to small Multi-family housing that may have been missed by the core programs
      • Development of an Energy Action Plan that addresses the energy specific community needs over the next 5 years

      South Bay Energy Savings Center

      The South Bay City Council of Governments is located along the Pacific Coastline near Los Angeles and consists of fifteen local governments and their communities: Carson, El Segundo, Gardena, Hawthorne, Hermosa Beach, Inglewood, Lawndale, Lomita, Manhattan Beach, Palos Verdes Estates, Rancho Palos Verdes, Redondo Beach, Rolling Hills, Rolling Hills Estates and Torrance.

      The Partnership provides leadership to the community by:

      • Providing energy information, workshops and community outreach
      • The Energy Efficiency Plus (EE+) element of the program providing technical assistance to cities and businesses to help identify energy efficiency opportunities and access to statewide and local energy efficiency incentives plus rebates to realize hard energy savings

      South County EE Partnership

      With a natural setting that includes the scenic California coastline, moderate weather, agricultural valleys, and coastal mountains, South County covers 2,774 square miles and has diverse communities that offer one of the most attractive places in the world to live and work. It is also home to approximately 600 nonprofit organizations and 900 social and cultural programs. South County Energy Efficiency Partnership includes SCE with Santa Barbara County and the cities of Santa Barbara, Goleta, and Carpinteria.

      The Partnership:

      • Generates energy savings through identification of municipal energy efficiency projects
      • Acts as a portal for all energy offerings including Low income, CARE, Demand Response, Self Generation and California Solar Initiative and demand response
      • Conduct community sweeps as well as outreach to residential and business communities to increase participation in core programs

      Ventura County Energy Resource Center

      Ventura County is located on the Pacific coast, and forms the northwestern part of the Greater Los Angeles Area. It has a reputation of being one of the safest populated places and one of the most affluent places in the country. There are 753,197 people, 243,234 households, and 182,911 families living in the county and in the Partner cities of Camarillo, Fillmore, Moorpark, Ojai, Oxnard, Port Hueneme, San Buenaventura, Santa Paula, Simi Valley and Thousand Oaks. The area has a strong economic base with most industries represented. The soil in the county is some of the best in the country placing county growers among the top ten in the state.

      The Partnership provides leadership to the community by:

      • Leading and coordinating regional integrated energy resource planning and regional capability
      • Increasing awareness of and access to conservation, efficiency and renewable opportunities
      • Informing decision makers and stakeholders of energy policy, regulatory and market changes
