Central Valley

The portion of the Central Valley that is included in Southern California Edison’s Service territory is comprised of the counties of Kern, Tulare, Kings and Fresno counties. While the strength of the Central Valley is its agriculture and dairy industry, the valley is also home to manufacturing sectors that support that industry, such as plastics and container manufacturers that provide packaging for the agricultural industry. Distribution centers are looking at the valley due to its affordable land and its location between the Los Angeles and San Francisco markets.

The primary incorporated cities in the Central Valley that reside in SCE service territory include: Delano, McFarland, Porterville, Lindsay, Visalia, Goshen, Pixley, Tipton, Earlimart, Hanford, Exeter and Tulare.

Kern County Economic Development Corporation

The Kern County Economic Development Corporation's mission is to stimulate a diversified and strong economic climate in Kern County, through recruitment of new business opportunities and assistance in the retention and expansion of existing businesses.

Kings County Economic Development Corporation

The King's County Economic Development Corporation works with the cities, county, state, chambers of commerce, utilities, existing businesses, financial institutions, interested groups and individuals, to ensure that Kings EDC's economic development programs are meeting community goals.

Tulare County Economic Development Corporation (EDC)

Tulare County Economic Development Corporation (EDC) serves as the marketing and business recruitment organization for the communities of Tulare County.

Tulare Targeted Tax Area (TTA)

The Tulare Targeted Tax Area (TTA) is a program very similar to Enterprise Zones. The Targeted Tax Area (TTA) offers incentives that are only available to companies located in the Tulare TTA and engaged in a trade or business within the following Standard Industrial Codes:

  • 2000 – 2099  Food Processing
  • 2200 – 3999  Certain Other Manufacturers
  • 4200 – 4299  Trucking and Warehousing
  • 4500 – 4599  Air Transportation
  • 4700 – 5199  Transportation Services, Communications and
     Wholesale Trade

In 1997, the Legislature allowed for the creation of one targeted tax area (TTA). The eight cities in Tulare County and portions of the unincorporated area were selected as the TTA.
