Medical Baseline
If you or someone in your home uses electrically operated life-support equipment or has an illness that requires heating and/or cooling, you may qualify for SCE's Medical Baseline rate, which allows additional electric usage charged at a lower price. A doctor's approval is required.

CARE
The California Alternate Rates for Energy (CARE) program provides a 20% discount off your residential electricity bill, and exempts you from the rate increases approved by the California Public Utilities Commission in January and June 2001. You must meet income guidelines and enroll.

Other Programs
If your income qualifies you for CARE, we offer more opportunities to lower your electric usage. Things like a new, free, energy-efficient refrigerator if your current one is 10 or more years old and if the outlet you plug it into is properly grounded (has three prongs).
If you qualify based on income and live in a home with air conditioning in a hot, dry area, we may also be able to give you an evaporative cooler, which will cool your home less expensively than your current air conditioning system.
If you are income-qualified and have a permanently installed electric heating system, you can get free help weatherizing your home. Services include weather-stripping, caulking, installation of attic insulation, and other minor repairs to reduce the amount of cold air coming into your home.
We also provide free compact fluorescent bulbs (CFBs) to income-qualified households. CFBs work in regular light fixtures, use only a quarter of the energy of traditional bulbs to produce the same amount of light, and last up to 10 times longer.
