The California Alternate Rates for Energy (CARE) program offers income-qualified customers a discount of 20% or more off their monthly electric bill.
If the CARE program is not right for your family, you may qualify for the Family Electric Rate Assistance program (FERA). This plan offers a discounted rate on your monthly SCE bill for families of 3 or more who fall within the income guidelines and exceed their baseline usage by 30% or more.
Note: Tenants of Sub-Metered Residential Facilites or Qualified Non-Profit Group Living Facilities cannot apply online. You can download these applications below.

Tenants of Sub-Metered Residential FacilitiesTenants sub-metered and billed by their landlord—including residents of sub-metered mobilehome parks, apartments, RV parks, and marinas—may be eligible for CARE or FERA.

Qualified Non-Profit Group Living FacilitiesGroup living facilities, homeless shelters, hospices, and women's shelters may qualify for CARE if the facility is federally tax exempt and all of the facility occupants meet the income requirements. See application for specific eligibility criteria.
