Critical Peak Pricing Programs
(CPP-VCD and CPP-GCCD)
Summertime is naturally a period when energy use is at its peak. This increased demand puts a strain on the electrical grid that could result in rolling blackouts and higher energy costs for Southern California Edison customers. Reducing energy load during this critical peak period is key to avoiding blackouts, saving money and reducing greenhouse gas emissions.
SCE's Critical Peak Pricing (CPP) program offers financial incentives in the form of modified rate plans for business customers who can reduce or shift their weekday power use during a CPP event. There are two program rate options for reducing electricity use during peak periods, or for shifting use to off-peak periods during the summer season, which can result in an overall reduction to your bill.
How The Program Works
As a CPP program participant, you opt to reduce or shift your facility's power use during a CPP event. Customers are notified the day ahead of a CPP event to reduce their power use between noon and 6:00 p.m. the following afternoon. CPP events will only be activated during SCE's summer season between noon and 6:00 p.m., Monday through Friday, excluding holidays. There could be up to 12 CPP events per summer season including up to 4 test events (6 hours per day during on-peak periods, for a maximum of 72 hours).
SCE will inform you of CPP events when:
- Overall demand for power is approaching extreme levels or
- Wholesale electricity price is approaching extreme levels.
During CPP events, energy rates are 3–5 times higher for CPP customers than summer energy rates at other times. However, rate prices throughout the rest of the year are lower than comparable prices on other rate programs.
What You'll Receive
With CPP, you may receive:
- Reduced mid-peak energy rates for all non-CPP energy use year-round.
- Bill protection for your first 12 consecutive months on CPP (bill protection must be selected within 30 days of enrollment).
- An incentive credit of $19.50 per month for SCE Cost Manager for the first 12 months on CPP.
- Lower energy rates during non-CPP summer season hours (with higher energy rates during summer season CPP load reduction events).
- The option of taking advantage of Technical Assistance and Technology Incentives (TA&TI) toward more energy-efficient operations and greater opportunities to participate in demand reduction events.
Who Can Participate
CPP is open to all business customers who meet the following conditions:
To be eligible for CPP Volumetric Charge Discount (CPP-VCD), you'll need to:
- Have a demand greater than 200 kilowatts (kW).
- Rely on SCE for generation, transmission, and distribution of electric service (bundled service customers).
- Be currently on TOU-8, TOU-GS-3, and GS-3 with the time-of-use pricing option.
To be eligible for CPP Generation Capacity Charge Discount (CPP-GCCD):
- Have a demand greater than 500 kilowatts (kW).
- Rely on SCE for generation, transmission, and distribution of electric service (bundled service customers).
- Be currently eligible for TOU-8 time-of-use rate pricing option.
What Is Needed
In order to receive service on a CPP rate, your facility(ies) must be equipped with:
- An interval metering system approved by SCE capable of recording use in 15-minute intervals that has been operational for at least 10 non-holiday days. SCE will provide this meter at no cost to participating customers.
- A designated primary phone line capable of receiving CPP event notifications.
- Internet access for logging on to the CPP website (recommended, but not required).
