California New Homes Program (CANHP)

Builders, are you looking for a way to increase your business while boosting customer satisfaction, lowering callback rates, and meeting the increasing demand for energy efficient homes? Southern California Edison can help!

The California New Homes Program (CANHP) will award a limited number of financial incentives to homebuilders who construct homes that exceed California's energy efficiency standards for new residential construction (Title 24). In addition to financial incentives, homebuilders accepted into the Program may take advantage of training opportunities, technical support and marketing resources that will help make the most of their decision to build more energy efficient homes.   

How The Program Works

Incentives are awarded on a first come, first serve basis. The two options for receiving incentives are the Performance Method and the Prescriptive Measures Option.

Option #1: Performance Method

The Performance Method provides incentives for new homes that are at least 15% more energy efficient than required by the 2005 Title 24 standards. The new code-plus incentives were developed to align with the New Solar Homes Partnership (NSHP), which encourages the use of solar in residential construction projects and requires energy efficient construction to receive solar incentives. The Performance Method also allows homebuilders to select from the Prescriptive energy efficient measures to earn extra incentives at their discretion.

Option #2: Prescriptive Measures

This option allows builders to "customize" their energy efficiency features without having to achieve the 15% performance margin. Builders may select from a group of energy efficiency measures that are utilized in addition to meeting the required 2005 residential energy efficiency standards (Title 24). Measures do not qualify for incentives if they are used to achieve Title 24 compliance.

ENERGY STAR requires the combined Thermal Bypass Checklist / Quality Insulation Installation (TBC/QII) protocol for new residential construction and it may contribute to meeting the 15–20% performance margin.

Who Can Participate

Homebuilders of all production volumes are encouraged to apply. All homes must receive electricity from Southern California Edison. Construction must be complete and incentives requested within 30 months of approval of the Program Application.

What Is Needed

The specific list of documents that will need to be submitted is provided for download below. In summary, you will need to submit:

  • A completed Application.
  • Copies of the electronic input file and the final Title 24 energy compliance computer run (CF1R) for each model.
  • A complete set of architectural construction plans.

Once you contact the appropriate team, you will be assigned an Account Manager that will walk you through the entire application process and continue to provide support and guidance as needed for the duration of your participation in the Program.
