2003 Draft Technical Study Report Package

Southern California Edison (SCE) is pleased to present for your review and comment the following 2003 Draft Technical Study Reports (2003 DTSRs) for the Big Creek Hydroelectric Projects (FERC Project Nos. 67, 120, 2085, and 2175).  The 2003 DTSRs present the results of study elements completed in 2003 as part of the Big Creek Alternative Licensing Process (ALP).

The 2003 technical study reports are being provided to the Plenary for review in two distributions.  The first distribution (attached) contains 33 technical study reports that have been approved by the Technical Working Groups as of August 12, 2004.

Table 1 identifies the 2003 reports included in this distribution.  The second distribution (with an anticipated release date of October 15, 2004) will contain the remainder of the 2003 technical study reports (total of 18 reports). A complete package containing all 51 of the 2003 technical study reports will be distributed to the public for review and comment concurrent with the second distribution to the Plenary.

The attached technical study reports were developed and approved in collaboration with the Big Creek ALP Technical Working Groups including the Combined Aquatics Working Group, the Land Management Working Group, the Recreation Working Group, and the Terrestrial Working Group.

These Working Groups include representatives of state and federal resource agencies, Native American tribes, local and regional authorities, non-government organizations, local communities, local businesses, and members of the public.
