Environmental Commitment - Restoration
Alhambra Combined Facility
Since the early 1920's, Southern California Edison owned the Alhambra Combined Facility property located east of Los Angeles. The site initially provided operation and maintenance support for SCE, including the chemical treatment of wood poles. The pole treatment portion of the facility was demolished in the mid-1950's, and most of the equipment was transferred to the Visalia Pole Yard. SCE currently uses the Alhambra facility for maintenance, overhaul and inspection of transformers, equipment and material salvage, garage facilities, fiber optics operations, and support offices.

The Alhambra facility is property that SCE wants to put to more productive use. To assure that all environmental concerns and liabilities are addressed, SCE entered into a voluntary agreement with the California Department of Toxic Substances Control (DTSC) under their Expedited Remedial Action Program (ERAP) to investigate and perform any necessary cleanup.

In the area used for treating poles, SCE plans to use a process known as "In-situ Thermal Desorption" technology, which heats the contaminated soil and allows speedy removal of the contaminants. This technology reduces the need for transportation and disposal of contaminated soil offsite, making the clean up more efficient and cost effective. SCE is also installing a network of thermal extraction wells that will pull any remaining contaminants out of the ground. SCE expects to complete the "In-situ Thermal Desorption" Process by early 2003, leaving the site clean enough so that no future restrictions on land use will be required.
