SCE is committed to delivering electricity from renewable sources to the region’s power grid in order to help meet California’s goals for a clean, green energy future. To meet those important goals, SCE is proposing to build the Jasper Substation Project in the Lucerne Valley area in San Bernardino County, California. The Jasper Substation Project will allow the proposed Granite Mountain Wind Energy Project and other renewable generation projects proposed in the area to interconnect with SCE’s electric grid.
at-a-Glance
Project description
The Jasper Substation Project will consist of the following main components:
- The new 220 kilovolt Jasper Substation;
- Two new transmission line segments to connect the new substation to the existing Lugo-Pisgah No. 1 220 kilovolt transmission line, which is adjacent to the substation site;
- Generation tie line connection to connect the generator to the Jasper Substation.
- Overhead and underground distribution line connecting to the existing line along Haynes Road to provide the substation with light and power; and
- Telecommunications facilities to connect the project to SCE’s existing telecommunications system.

Project status
The draft Environmental Impact Report/Environmental Impact Statement (EIR/EIS) released jointly by the Bureau of Land Management (BLM) and San Bernardino County for the Granite Mountain Wind Energy Project did not adequately analyze the Jasper Substation Project’s environmental impacts. As a result, SCE’s application to the California Public Utilities Commission (CPUC) is pending availability of the final EIR/EIS, which would include the full analysis of the Jasper Substation Project.
Proposed in-service date: 2015
