Southern California Edison (SCE) proposes to build the Devers-Palo Verde No. 2 (DPV2) transmission project, which will primarily consist of the construction of a new substation and a high-voltage transmission line in an existing transmission corridor. DPV2 will help bring vast renewable and conventional generation from the solar energy rich areas of eastern Riverside County to the power grid, which will assist California in meeting its aggressive renewable energy goals of 33% by 2020.
As originally proposed, DPV2 included an Arizona portion of the transmission line that would have extended from the Blythe, California area to the Palo Verde area west of Phoenix in Arizona. While SCE is no longer pursuing the Arizona portion, SCE is currently proceeding with construction of the California portion of the project to interconnect new conventional and renewable generation resources in the Blythe area.

Project description
The California portion of DPV2 will consist of the following main components:
- A new 500/220 kilovolt Colorado River Substation near Blythe
- A new 111-mile 500 kilovolt transmission line between SCE’s Devers Substation near Palm Springs and the new Colorado River Substation. The line would be parallel to the existing Devers-Palo Verde transmission line
- A new 42-mile 500 kilovolt transmission line between Devers Substation and SCE’s Valley Substation in Menifee. The line would be parallel to the existing Devers-Valley transmission line

The project is currently under construction.| April 2005 | SCE filed an application with the California Public Utilities Commission (CPUC) for project approval. |
| May 2006 | SCE filed an application with the Arizona Corporation Commission (ACC) for approval of the Arizona portion of the project. |
| January 2007 | The CPUC approved the project. |
| June 2007 | The ACC denied approval of the Arizona portion. SCE continued to pursue authorization to build the Arizona portion. |
| May 2008 | SCE petitioned the CPUC for permission to start construction of the California portion to satisfy interconnection requests from new renewable and conventional generation projects near Blythe, California. |
| May 2009 | SCE announced it would not pursue authorization for the Arizona portion of the project at this time. |
| November 2009 | The CPUC approved SCE’s petition to begin construction of the California portion of DPV2. |
| July 2011 | The BLM approved the project. |
| July 2011 | SCE began establishing construction yards. |
| September 2011 | SCE began construction activities at Colorado River and Red Bluff substations. |
| January 2012 | SCE is expected to begin transmission line construction. |
| 3rd Quarter 2013 | Project is expected to be complete and in service. |
