Southwestern Riverside County and the surrounding area have undergone rapid development in the past several years. This growth has led to a significant increase in the demand for electricity throughout the area. Southern California Edison’s (SCE) current forecast shows that projected demand for electrical service in this area will soon exceed the utility’s operating capacity at its existing facilities. The Ivyglen Project would serve current and projected demand for electricity in southwestern Riverside County, the northern portion of the city of Lake Elsinore, and Glen Ivy Hot Springs. The project would also help maintain electric system reliability in the area.

Project description

Construction of a new 115 kilovolt subtransmission line connecting SCE’s Valley and Ivyglen Substations and a new 115/12 kilovolt Fogarty Substation.


Communities potentially affected

Perris, Glen Ivy, Lake Elsinore and portions of unincorporated Riverside County.


Project status

The California Public Utilities Commission (CPUC) recently released the Draft Enviornmental Impact Report (DEIR) for review and comment.


Timeline - Anticipated Project Schedule
January 2007 SCE filed an application with the CPUC for the Valley-Ivyglen Subtransmission Line Project.
April 2007 SCE filed an application with the CPUC for the Fogarty Substation Project.
June 2007 CPUC combined both projects under one project. Combined project referred to as Ivyglen Project.
January/February 2008 CPUC published Notice of Preparation for an EIR and conducted public scoping meetings.
May 2008 CPUC published its scoping report.
June 2009 Draft Environmental Impact Report is released.
July 2009 Public scoping meetings held.
Early 2010 Anticipated decision.
