Q: If I replace a T12 fixture with a T8 fixture, can I claim de-lamping (lamp removal measures L-E6 or L-E7) for the lamps that were in the old fixture?

A: In this case, an incentive is not allowed. A de-lamping (lamp removal) incentive is not eligible when new fixtures are installed.

Q: How do I receive the lamp removal incentive?

A: Lamp removal (de-lamping) may be claimed if an existing fixture is made more efficient by removing the T12 lamps, magnetic ballasts, and unused lamp holders (tombstones) and replacing them with fewer T8 lamps/electronic ballasts. The number of lamps removed equals the pre-retrofit lamp count minus the post-retrofit lamp count. The quantity of lamps claimed for de-lamping may not exceed the quantity of new T8 lamps installed.

Examples:

Twenty 4-foot, 4-lamp T12 fixtures are retrofitted to 4-foot, 2-lamp T-8 fixtures. The 20 existing fixtures contained 4 lamps each for a total of 80 lamps. After the retrofit, the same 20 fixtures contain two T8 lamps each for a total of 40 lamps. (The existing T12 lamps, magnetic ballasts, and unused lamp holders were removed.) Therefore, 80 lamps minus 40 lamps = 40 lamps removed (de-lamped). Customer receives the install rebate under Measure L-E3 for 40 lamps (with electronic ballasts) and also receives the de-lamping rebate for 40 lamps under Measure L-E7.

Ten 8-foot, 2-lamp fixtures are retrofitted to 4-foot, 2-lamp T8 fixtures. The 10 existing fixtures contained twenty 8-foot lamps. After the retrofit, the same ten fixtures contain two 4-foot lamps. (For de-lamping purposes, one 8-foot lamp equals two 4-foot lamps.) Therefore, a de-lamping credit (Measure L-E8) is paid for one 8-foot lamp in each fixture for a total of 10, and an install credit (Measure L-E3) is paid for two 4-foot T8 lamps per fixture for a total of 20.

Q: How do I determine if my ceiling sensor qualifies for the $20 rebate (less than 500 watts) or the $44 rebate (more than 500 watts)?

A: Sensor controlling less than 500 watts example:

A ceiling or wall mounted sensor is installed in a conference room to control three fluorescent fixtures containing four 4-foot T8 lamps that are 32 watts each. Multiply 4 lamps x 32 watts = 128 watts per fixture. Then, multiply 128 watts x 3 fixtures. The total wattage controlled in the conference room is 384. Because the sensor is controlling less than 500 watts, the incentive is $20.00.

A: Sensor controlling more than 500 watts example:

A ceiling or wall mounted sensor is installed in a large office to control 20 3-lamp (28 watts each), 4-foot T8 fixtures. Multiplying 3 lamps x 28 watts = 84 watts per fixture. Multiplying 84 watts per fixture x 20 fixtures = 1,680 total watts. Because the sensor is controlling more than 500 watts, the incentive is $44. (Check current Express application to ensure rebate amount has not changed.)

Q: When applying for a rebate for new T8 or T5 fixtures (Measures LH-1 through LH-6), what documentation do I include with the completed application?

  1. Paid invoice containing explanation of the installation.
  2. Invoice or worksheet containing the manufacturer name and complete model number of the new fixtures, the lamps, and the ballasts.
  3. Document the quantity, type, and wattage of the replaced fixtures (base case).
  4. Include specification sheets for the fixtures, lamps, and ballasts if possible.

Q: What is the minimum CRI (color rendering index) a lamp must have to qualify for the Express program?

A: The Express Program requires T8 lamps have a minimum CRI of 80 and T5 lamps have a minimum CRI of 82. Lower CRI lamps are made with halo phosphors which are less efficient than an 80 CRI lamp that is made with tri-phosphors.

Q: Will I receive a rebate for replacing a failed VFD on an HVAC fan?

A: In this case, an incentive is not allowed. The incentive is to assist you in the purchase of a VFD for your HVAC fan application to make it more efficient. If your fan is already controlled by a VFD, you received the energy savings from the existing VFD until it failed. The energy savings will not be valid if associated with purchasing a replacement VFD.

Q: Will I receive an incentive for VFDs installed with new HVAC units, cooling towers, or air handlers?

A: In this case, an incentive is not allowed. The VFD must be installed on an existing HVAC fan application to cause it to become more efficient.  New systems containing a VFD are not eligible for incentives.

Q: What do I need to include with my Express Efficiency window film application to ensure it is processed in a timely manner?

Attach the following to the application:

  1. The actual dimensions of the windows should be on the invoice or worksheet. An incentive is paid for the square footage of the windows only. Extra film is typically ordered by installers to allow for waste.  The extra film is not eligible for rebate.
  2. Manufacturer name and model number of the window film should be on the invoice.
  3. Invoice or worksheet should document the window exposure (north facing windows are not eligible).
  4. Invoice or worksheet should state the type of window (single pane, double pane, clear, tinted, etc.) Incentive is for installing film on clear, single pane windows only.
  5. Attach film specification sheet documenting the solar heat gain co-efficient (SHGC) or shading co-efficient (SC) of film. To convert SC to SHGC, use the following equation: SHGC = SC x .87.
  6. Attach copy of warranty document received from vendor. The film must have a minimum 5 year warranty.

Q: What documentation should I include with my application for a new refrigeration display case rebate under Measure R-C1?

  1. Document the type and length of the old case. (Must replace an existing open multi-deck display case that is equal to or shorter than the new case).
  2. Invoice should indicate the manufacturer name and model number of the new case.
  3. New case must contain glass doors, electronically commutated motor (ECM) fan, T8 lamps and electronic ballasts. Oftentimes cases come standard with shaded pole fan motors and T12 lamps with magnetic ballasts. The ECM fan and T8 lamps with electric ballasts are options. If the invoice does not indicate the options were purchased, include a copy of the Order Acknowledgement or a letter from the seller (typically case manufacturer) indicating options purchased.

Q: Does the Express Efficiency Program pay an incentive for walk-in coolers or freezers?

A: Liquor stores and small markets oftentimes have units that are reach-in display cases; however, they are actually walk-in coolers or freezers because they have a refrigerated storage area behind the case as well as access for loading the product behind the case. These units do not qualify for incentive under the Express Efficiency Program.

Q: I purchased a new compressor with a premium efficient motor. Can I apply for a rebate for the motor?

A: In this case, an incentive is not allowed. The new premium efficient motor must be installed on existing equipment to cause it to become more efficient.
