ES&M 2011 Energy Auction

SCE Issues Energy Auction for Long Beach Generating Facility


Southern California Edison Company (“SCE”) seeks to sell, by this energy auction (“Long Beach Energy Auction”), the energy output from the generating units contracted to SCE under a power purchase agreement with Long Beach Generation LLC. SCE invites qualified market participants to respond to the Long Beach Energy Auction for the following products:

  • Back-to-Back Toll
  • Residual Back-to-Back Toll
  • Day-Ahead Unit Contingent Call Options

SCE intends to participate in the Long Beach Energy Auction by bidding on the Back-to-Back Toll.

The Long Beach Energy Auction Instructions sets forth the products offered in the Long Beach Energy Auction, the schedule and process by which bids to buy (“Bids”) are to be submitted and evaluated in response to the Long Beach Energy Auction, as well as SCE’s reservation of rights.

Exhibit 1 of the Long Beach Energy Auction Instructions sets forth the principles of an energy auction process and description of certain products for use in such auctions as set forth in Appendix A of Decision D.07-09-044.

INTERESTED PARTIES MUST SUBMIT A FULLY EXECUTED NONDISCLOSURE AGREEMENT, DOCUMENT ATTACHED BELOW. ONCE THE EXECUTED NONDISCLOSURE AGREEMENTS ARE RECEIVED, SCE WILL SEND PARTICIPANTS PRE-BID DOCUMENTS.

In accordance with D.07-09-044, SCE has retained an Independent Evaluator to oversee the preparation and administration of the Energy Auction and provide independent feedback to the Commission’s Energy Division and to participate in SCE’s Procurement Review Group established by the Commission in D.02-08-071 (“PRG”) and SCE's Cost Allocation Mechanism Group established by the Commission in D.07-12-052 ("CAM Group”). The Independent Evaluator, Sedway Consulting, Inc., as specified below, must be copied on all emails sent by bidders to SCE, including and especially, bid submissions.
