Meeting to Support Economic and Business Development, Expand and Attract Business, and Increase Competitiveness

Southern California Edison's (SCE) well-being is directly linked to the economic vitality of its customer base. As the business community prospers, so does the community at large. This is why SCE supports economic and business development efforts to retain, expand and attract business, and to increase the competitiveness of our business customers.  

SCE's Economic and Business Development (E&BD) group offers guidance, resources, and assistance to business customers to help them make informed decisions and to help increase their competitiveness.

New! Economic Development Rate (EDR)

The Economic Development Rate (EDR) offers rate discounts to eligible business customers to help them remain in Southern California Edison's service area, or to locate here.  The EDR offers five-year declining discounts off a customer's SCE bill as follows:

  • 25% - Year 1
  • 20% - Year 2
  • 15% - Year 3
  • 10% - Year 4
  •   5% - Year 5

The EDR is available to SCE bundled (regular) service, direct access, or community choice aggregation business customers that have at least one eligible service account, or a proposed new facility, with a peak demand of at least 200 kilowatts (kW). The rate is not available to residential, state or local government customers.

To be eligible, a customer must present a business case demonstrating that it has viable out-of-state options, including facility closure, for which the EDR is a workable alternative.  Each case is individually reviewed. Fraud or misrepresentation will result in penalties.

The EDR is available until December 31, 2009 or until the program signs up 100 megawatts of demand (the equivalent of 500 customers with 200 kW of demand).

  • "RED" Team Services
    (SCE can form a team of private and public organizations that can bring their expertise and capabilities as a collective resource to assist your business when faced with multiple challenges.)
  • California Manufacturer's Investment Credit
    (expired December 31, 2003, retroactive for qualified projects)
  • Employee Training Panel (ETP) 
  • Site Selection
  • Permit Assistance
  • Utility User's Tax

E&BD provides educational materials and referrals to assist small and medium-sized businesses in the areas of:

Elevate with Business Planning, Market Expansion and Business Development EducationSouthern California Edison's E&BD group has years of experience and a proven track record assisting small businesses and start-up companies in Southern California.   

We offer help with business planning, capital access, legal issues, market expansion, business development education, and other issues.
