How to become certified
Certification allows businesses to verify that they are dealing with a genuine diverse business enterprise (DBE) as defined by General Order 156.
To be classified as a DBE, you must meet the following requirements:
Minority-Owned Business (MBE)
A business enterprise that is at least 51 percent owned by a minority individual or group (see classifications below); or in the case of a publicly owned business, at least 51 percent of the stock must be controlled by a minority individual or group. Owner(s) must be actively engaged in the management and daily operations of the firm.
Owner(s) must be a U.S. citizen or legal resident alien.
Minority classifications include African-American, Hispanic-American, Asian Pacific- American, and Native-American (American Indian, Aleut or Eskimo), and other groups (socially and economically disadvantaged as designated pursuant to Section 8(a) of the Small Business Act).
Women-Owned Business (WBE)
A business enterprise that is at least 51% owned by a woman or women; or, in the case of any publicly owned business, at least 51% of the stock of which is owned by one or more women, and whose management and daily business operations are controlled by one or more women.
Owner(s) must be a U.S. citizen or legal resident alien.
Service-Disabled Veteran-Owned Business (DVBE)
Owner(s) must be veteran of the military, naval, or air service of the United States with a service-connected disability and must be a resident of the state of California.
SBA 8(a) Program Business (8(a))
A business enterprise that has met the basic requirements for admission to the 8(a) Business Development program. The basic requirements include being a small business which is unconditionally owned and controlled by one or more socially and economically disadvantaged individuals.

- To be certified as a disabled veteran-owned business (DVBE), contact California Procurement Division of Dept of General Services at (916) 375-4940.
- To be certified as a small business as part of the SBA 8(a) Business Development program, contact the Central Contractor Registration at (866) 606-8220.

Supplier Registration Portal
Register your company on our DBE Supplier Registration Portal. This portal will be used by SCE personnel when looking for diverse suppliers for upcoming bid opportunities. The information you provide will also be included in our printed "DBE Directory" that will be distributed to SCE personnel, SCE prime suppliers looking to build subcontracting programs, and other SCE external partners.

DBE Directory
In order to further assist SCE personnel and prime suppliers looking to build their subcontracting programs to readily identify and to facilitate business opportunities for diverse business enterprises (DBEs), SCE Supplier Diversity and Development created the DBE Directory for distribution and use for sourcing purposes.
Whenever possible, SCE personnel and suppliers should consider inviting DBE suppliers to participate in the bidding process and/or developmental opportunities.
Capability Overview Meetings
An important part of the SCE's Supplier Diversity Program is to connect diverse business enterprises with decision makers at the Utility. This relationship is critical to better understanding our business and upcoming procurement opportunities. Our Supplier Diversity & Development team assists by facilitating capability overview meetings (PDF) with aspiring, qualified, certified DBE suppliers, Supply Operation and key business unit personnel. These capabilities overview meetings provide suppliers with the opportunity to present their company's business plan, experience, qualifications and credentials to SCE personnel responsible for procuring materials and services on behalf of Southern California Edison.
